JOB DESCRIPTION
: 
GIZ is looking for an Administrative Professional for Grant Schemes for the EU4Business Project "Innovative Tourism and Technology Development". The Project will be implemented within the framework of "Private Sector Development and Technical Vocational Education and Training South Caucasus" Programme committed by the German Federal Ministry for Economic Cooperation and Development (BMZ).
RESPONSIBILITIES
: 
The administrative professional is responsible for the following:
- Provide administrative services for the Programme;
- Meet the administrative needs of the office independently, with a minimum of intervention
- Ensure capacity development of grants recipients regarding to accounting/ procurement requirements of GIZ/ EU;
- Support to Action budget planning and monitoring of expenses in accordance with budget planning;
- Organise administrative and logistical aspects of action activities (meetings, workshops, etc.), organise internal meetings;
- Ensure exchange of information between grantees and GIZ Offices (in Armenia and in Germany), partners and other institutions;
- Manage and monitor monthly accounting and financial plans;
- File documents in reference files in line with GIZ's and EU filing rules;
- Manage confidential files, specifically in the field of finance;
- Process financial reports of grantees.
Coordination
- Ensure that information is exchanged between project/ programme staff, partners and other institutions;
- Accompany the project/ programme manager or other team members to meetings if necessary;
- Prepare and organise internal meetings.
Administration
- Responsible for organising administrative and logistical aspects of Project activities related to the grants (meetings, workshops, etc.);
- Organize capacity development trainings/ meetings/ workshops for the grant recipients regarding to accounting/ procurement requirements of GIZ/ EU;
- Coordinate with the GIZ office on the mode of service delivery;
- Responsible for filing documents in reference files or in DMS in line with GIZ's filing rules;
- Manage confidential files, specifically in the areas of personnel and finance;
- Provide counselling for partners, external services providers and project staff regarding requirements of financial administration and reporting when managing/ implementing service contracts, consultancy contracts or local subsidies;
- Cooperate with the other Admin professionals in the Project.
Finance and Accounting
- Assist the Team Leader with preparation of the financial planning and cash flow monitoring - covering all funding sources (EUD and BMZ) in cooperation with the coordinating Admin professionals;
- Assist the Team Leader with preparation of financial statements, requests and reporting to the co-financing partner EU in cooperation with the coordinating Admin professionals;
- Manage and monitor the monthly accounting and financial plans in cooperation with the coordinating Admin professionals;
- Manage and monitor the monthly accounting and financial plans in cooperation with the coordinating Admin professionals;
- Coordinate and oversee the preparation of contracts with external service providers, experts and companies up to 2,500 Euro, including Local Subsidy Contracts in cooperation with the other Admin professionals of the Project;
- Coordinate the preparing and supporting internal control as well as annual financial audits of EU co-financing agreements in cooperation with the other Admin professionals of the Project;
- Responsible for conclusion and settlement of financing contracts taking into account the GIZ and EU Regulations;
- Responsible for monitoring/ regular check of grantees accounting;
- Monitor the procurement processes of grantees in accordance with GIZ/ EU guidelines;
- Check the financial reports of the grantees and prepare for processing by GIZ Country Office.
Other Duties/ Additional Tasks
- Perform other job-related duties and tasks at the request of management.
REQUIRED QUALIFICATIONS
: 
Education
- University degree in a relevant specialization and qualification in Business Administration is desirable (equivalent of BA or MBA).
Professional experience
- At least 5 years of professional experience in a comparable position.
Other Knowledge, Additional Competences
- Good working knowledge of ITC technologies (related software, phone, email, the internet, social media) and computer applications (e.g. MS Office);
- Very good knowledge of the English language widely used in the country; ideally knowledge of German language;
- In-depth understanding of financial planning and accounting;
- Broad experience of management and administration;
- Willingness to upskill as required by the tasks to be performed. Corresponding measures are agreed with management.
- This position requires frequent business trips to the northern regions;
- Very good ability for team working.
