JOB DESCRIPTION
: 
The short-term Code of Conduct Specialist - Lawyer will closely work with the Corruption Prevention Commission (CPC) Leadership and the AIP staff to carry out an in-depth analysis on the compliance of the draft Model Code of Conduct for Public Servants and the draft Code of Conduct Persons Holding State Positions with the RA legislation, including the RA Law on Public Service, the RA Law on the Corruption Prevention Commission, other relevant laws, to submit proposals for relevant legislative changes if necessary, to revise the drafts, bringing them in line with the requirements of the RA Legislation as well as to draft Guidelines on the development, implementation, and enforcement of the Model Code of Conduct for Public Servants.
RESPONSIBILITIES
: 
- Study and revise the draft Model Code of Conduct for Public Servants and the draft Code of Conduct Persons Holding State Positions developed by the CPC to bring them in line with the RA Legislation, define the types and procedure of appropriate disciplinary liability in case of violation of the Rules of Conduct;
- Study the RA Law on Public Service, the RA Law on the Corruption Prevention Commission, and other laws and by-laws, conduct legal expertise of draft Model Code of Conduct for Public Servants and the draft Code of Conduct Persons Holding State Positions, to identify the legislative gaps, including those related to disciplinary liability, develop a package of necessary legislative reforms if necessary;
- Draft Guidelines on the development, implementation, and enforcement of the Model Code of Conduct for Public Servants, including sector specific guidance, practical examples, situational analyzes;
- If necessary, examine on the spot the practical issues which may occur during the enforcement of the documents after their adoption. This may also include regular meetings with the stakeholders, small group discussions with the CPC and representatives of other state institutions and experts;
- Participate in discussions and make presentations on the proposed legislative changes and on the content, structure, and main principles of the proposed documents;
- Develop a final version of the proposed legislative changes and the proposed documents that incorporate the comments and feedback received.
Deliverables:
- Revised draft Model Code of Conduct for Public Servants and the draft Code of Conduct Persons Holding State Positions in compliance with the RA legislation;
- Draft Guidelines on the development, implementation, and enforcement of the sectoral codes based on Model Code of Conduct for Public Servants;
- Proposals for relevant legislative changes in the above-mentioned areas, disciplinary liability provisions, that incorporate the comments and feedback received;
- Agenda, presentation outline, list of comments received during the discussions․
REQUIRED QUALIFICATIONS
: 
- Graduate degree in Law;
- At least 5 years of experience in legal and/ or public administration sciences;
- Analytical, legislative drafting and research skills;
- Strong motivation to learn; fast learner;
- Interpersonal and communication skills;
- High standards of ethics;
- Strong organizational skills;
- Fluency in Armenian language; knowledge of English language is preferable.
