In the framework of "Increased Resilience of Syrian Armenians and Host Population" (IRIS) Programme, funded by the EU Regional Trust Fund in Response to the Syrian Crisis, the "MADAD" Fund, Austrian Development Cooperation and Austrian Red Cross and implemented by the Armenian Caritas, Armenian Red Cross Society, Centre for Coordination of Syrian Armenians' Issues and SME Cooperation Association led by Austrian Red Cross, the Armenian Red Cross Society is the main responsible coordinating partner responsible for the Intermediary of "Improved Housing Conditions for Syrian Armenians" component. The Specific objective of the IRIS programme is to improve the social and economic resilience of Syrian Armenians (SA) displaced from Syria due to the conflict and host population to strengthen the institutional capacities for economic growth in Armenia. The housing issue had become the cornerstone issues for displaced SAs due to the conflict as most of them lack opportunity to obtain housing in Armenia and have to rent them, which makes social-economic hardship to cover their basic needs, in particular, for those who has low or middle income. As there are no sustainable housing options available currently, the need for a sustainable housing solution is big as in particular the low and middle class of SAs reach their financial limits by paying rent and frequently use up their savings to do so. As a result, it makes huge obstacles to seek and reach sustainability, self-reliance and ensure integration. Within the project improved housing conditions for Syrian Armenians, most feasible, sustainable and long-term housing solutions for low and middle income SAs will be explored, in close cooperation with the Housing Consortium (established by UNHCR and now chaired by ACRS including main state and non-state actors active in supporting Syrian Armenians regarding housing). For that purpose, the Consultant (person/s, legal entity) will be hired in order to develop a concept paper on most feasible and sustainable solutions for low and middle-income Syrian population residing in RA. The main goal is affordable housing for low/ middle income SAs who are in need as they reach their financial limits by paying rent and frequently use up their savings to do so. The Consultant will:
- Conduct the study, elaborate and develop the concept paper; the methodology should be designed by the Consultant;
- Apply various research methodologies; he/ she or team will conduct desk research, interviews and/ or focus group discussions where applicable and apply appropriate methodologies to fulfill the tasks of this ToR;
- Responsible to develop a brief concept (brief inception concept) for this study/ concept paper, including methodology, planned activities (interviews and steps, etc. how best to meet the objectives of the expected paper that should be presented to the responsible at Armenian Red Cross Society and regularly updated and exchanged with responsible persons at ARCS;
- For this study/ concept paper discuss the draft of the concept paper with Housing Consortium members;
- For this study develop final concept paper, including all the relevant feedbacks and suggestions provided by ARCS and/ or Housing Consortium members.
REQUIREMENTS
: 
- Background/ familiarity with research methods; experience in conducting assessments, reviews and analyses; experience on the housing market in Armenia and experience with different housing financing mechanisms;
- Experience with existing financial institution/ banking system and financing systems in Armenia;
- Expertise in real estate market in Armenia is preferable but not a must;
- Familiarity with housing issues of Syrian Armenians residing in RA is preferable;
- Familiarity with legal framework relevant for the housing/ mortgage market in RA;
- Communication and networking skills;
- Excellent analytical, writing and presentation skills; ability to draft clear and analytical reports and documents in Armenian and English languages.
