JOB DESCRIPTION
: 
The Inclusion Specialist will measure the efficacy of Activity approaches, sensitize staff to inclusion principles, and inform the design of tasks and activities. The Inclusion Specialist will maximize the Program’s integration of underserved groups - namely women, youth, and other marginalized groups - in all Activity interventions in the target sectors of tourism, agriculture, and high-tech. This position will work across all Activity objectives to ensure that women, youth, and other marginalized groups have opportunities to increase their livelihoods through participation in program activities. The Inclusion Specialist will help design and manage the Gender Equality, Female Empowerment, and Social Inclusion (GESI) Integration Plan, which will identify gender- and age-based dynamics and challenges, analyze the behavioral drivers of women and youth inclusion, and design interventions that empower women and youth. The analysis will examine other groups marginalized due to disability, ethnicity (e.g., Yezidis, Kurds, Jews), or geography and identify inclusion strategies, including for the large numbers of displaced persons (i.e., from Nagorno-Karabakh and bordering regions) and for the population returned from abroad due to conflict (from Ukraine, Russia, and Syria). Reporting to the USAID Economic Foundations Public Information and Outreach Director.
RESPONSIBILITIES
: 
- Lead USAID Economic Foundations inclusion activities to ensure that constraints faced by women, youth, and other marginalized groups are identified in the selected value chains (tourism, agriculture, and high-tech), and that relevant interventions are designed to address these constraints;
- Provide strategies and input for gender, youth, and marginalized group integration across the Activity. This includes the design of the GESI plan and the development of inclusion plans for grant applicants’ investment proposals;
- Monitor grant implementation to ensure inclusive enterprise development;
- Train staff and provide guidance on how interventions and activities need to assess the root causes of why women, youth, and marginalized groups are not included in the Activity’s target sectors and support technical staff to integrate these groups into interventions;
- Work with Activity partners to identify and design how to integrate women, youth, and marginalized groups into target value chains;
- Identify stakeholders that are women, youth, and others from marginalized groups that can collaborate with the Activity. Ensure the involvement of these groups in the Activity;
- Support the M&E Director in collecting inclusion-related data for indicators that measure Activity impact.
REQUIRED QUALIFICATIONS
: 
- Education: bachelor's degree in Sociology/ Social Sciences or related field;
- Prior Work Experience: at least 7 years of experience working on inclusion in economic growth activities or donor projects;
- Preferred experience working on donor projects – namely USAID-funded projects - in project management roles;
- Proven knowledge of dynamics related to constraints faced by gender, youth, and marginalized groups in Armenia, in particular within the Activity’s target sectors of agriculture, tourism and high-tech;
- Excellent networking and negotiation skills to develop good working relationships with the media. Ability to work and produce quality outputs under minimal supervision;
- Language Proficiency: fluent written and oral English and Armenian languages;
- Excellent interpersonal skills. Excellent written English language skills for public communications, high level of attention to details;
- Strong knowledge of Microsoft Access, Microsoft Publisher and Microsoft Office
