JOB DESCRIPTION
: 
IFES is seeking an IT Specialist to support the Corruption Prevention Commission (CPC) in building the capacity of its political finance unit (PFU), including the development of an integrated electronic reporting system for political finance (political party and campaign finance) in two consecutive phases of programming.
RESPONSIBILITIES
: 
At the request of the Corruption Prevention Commission (CPC) of the Republic of Armenia, the IT Specialist will contribute to the development and introduction of an integrated electronic reporting system for political finance. The IT Specialist will provide support to the political finance unit of the CPC. Specifically, during Phase 1, he/ she will coordinate the development of the system and will perform the following services:
- Analyze business processes, stakeholders and key obstacles in relation to the establishment of the political party electronic reporting system;
- Provide inputs on the scope of the new e-reporting system to streamline and optimize processes for each group of users;
- Contribute to determining the rules for the verification of reports through analysis of the current methodology and communication with key stakeholders;
- Develop the terms of references (ToR) for the electronic reporting system;
- Develop solutions to extend the e-reporting system to campaign finance reports;
- Develop solutions to integrate existing registries that might improve the verification process in the e-reporting system;
- Establish requirements for the party reports auto-distribution system;
- Assess the integration of control systems within the party e-reporting system;
- Integrate the party e-reporting system into CPC/ PFU internal case management.
During Phase 2, the IT Specialist will undertake additional tasks, including but not limited to the following:
- Assess the progress on software development;
- Assess the possibilities to integrate analytical products of NGOs into the e-reporting system;
- Monitor performance testing and implementation of related corrections;
- Conduct user acceptance testing of the e-reporting system;
- Integrate the party e-reporting system into the CPC overall IT architecture.
The IT Specialist will also participate in and contribute to the discussions of the Steering Committee on the establishment of the e-reporting system and/ or working groups established by the Steering Committees and facilitate communication between all involved parties and mitigation of problems that arise. He/ she will work in close collaboration with the other ICT specialists hired to work with the CPC. He/ she will provide further technical recommendations, as deemed necessary:
- Terms of Reference for the political party electronic reporting system;
- Recommendations on procedures for the verification of party reports;
- Recommendations for the integration of control system within the party e-reporting system;
- List of requirements for the party reports auto-distribution system.
In addition, the IT Specialist will deliver the following reports:
- Summary reports of the problems related to the development and launch of the e-reporting system and suggested solutions;
- Interim report on the progress made during Phase 1 of the development of the e-reporting system;
- Final report on the development, testing, and launch of the e-reporting system - after completion of Phase 2.
REQUIRED QUALIFICATIONS
: 
- At least a bachelor's degree in ICT and/ or a related field;
- Proven expertise in developing and managing software;
- Previous experience working on electronic reporting system for political parties is an advantage;
- Excellent technical drafting skills;
- Excellent team player with the ability to prioritize work;
- Experience working with international organizations and/ or USAID-funded programs is an asset;
- Strong interpersonal and communication skills;
- Excellent written and spoken skills in English language; knowledge of Russian language is an asset.
