JOB DESCRIPTION
: 
Road Department SNCO is looking for a Lifeline Road Network Improvement (LRNIP) Project Manager. The LRNIP Project Manager (hereinafter referred to as PM) monitors and coordinates the LRNIP, LRNIP-AF and LRNIP AF 2 implementation activities.
RESPONSIBILITIES
: 
- Coordinate the effective implementation of Lifeline Roads Network Improvement Project, Lifeline Roads Network Improvement Project Additional Financing Project and Lifeline Roads Network Improvement Project second Additional Financing Project (Project) carried out by RD;
- Coordinate preparation of new projects under Project;
- Coordinate supervision of the activities of the contractors and consultants under Project;
- Coordinate contracts monitoring under Project;
- Under Project coordinate reviewing and provision of conclusions/ proposals on technical specifications, designs and preparation of the Consultant’s ToRs;
- Coordinate preparation of Project procurement plans, annual budget and reports;
- Coordinate preparation of Project implementation progress reports;
- Coordinate through LRNIP Lead Engineer/ Coordinator and LRNIP senior engineers high quality and on time implementation of the Project civil works and reconstruction and improvement works’ designs;
- Coordinate preparation of respective conclusions on the surveys, the ToRs for design, civil works and technical supervision contracts and designs drafted by the specialists and consultants of Project;
- Coordinate review of bidding documents and expression of interests drafted by the specialists and consultants of Project and submit respective conclusions and recommendations on that;
- Coordinate preparation activities of the ToRs and specifications;
- Coordinate review of deliverables achieved by design consultants (survey and design reports, drawings, technical specifications, summaries, cost estimates, economic analyses, etc.) and submit respective conclusions and recommendations on that;
- Coordinate preparation of respective conclusions on variation orders proposed by the contractors and design/ technical supervision consultants;
- Coordinate preparation of respective conclusions on payments to be made to the contractors approved by the Technical Supervision Consultant;
- Submit proposals to the RD General Director on professional training, applying incentives and disciplinary reprimands with respect to the Project’s specialists;
- Responsible to the RD’s General Director and the Head of Project Management and Procurement Department with respect to Project implementation;
- Provide Project reports to the General Director, the Head of Project Management and Procurement Department and the Project Donor;
- Support the General Director and the Head of Project Management and Procurement Department to serve as liaison between the Design Consultant, the MoTAI and Project donor organizations, and develop and maintain direct relationships with government authorities with respect to road construction issues;
- Support the General Director and the Head of Project Management and Procurement Department in designing and developing the management system of the Project which will include precise deliverables, actions and deadlines, quality assurance and supervision mechanisms, monitoring procedures, possible risks and risks management plan, etc. using appropriate software criteria;
- Regulate any issue/ delay with respect to Project implementation and propose solutions to the General Director and the Head of Project Management and Procurement Department targeted at avoiding similar issues in the future and/ or eliminating at all;
- Assist the General Director and the Head of Project Management and Procurement Department in maintaining relationships with the consultants, contractors, the MoTAI, donor organizations, other entities and state companies (State Committee of the Real Estate Cadastre, the utilities owners, etc.);
- Guide and support the consultants (design, technical supervision, etc.) on the issues with respect to technical standards and provisions in accordance with the RA legislation;
- Support the design consultants in performing data collection and surveys, public consultations and other similar activities;
- Manage the Project civil works projects and budgets, supervise and evaluate physical and financial progress of the works, ensure compliance of the provisions and conditions of civil works contracts;
- Support the Capacity Building and Monitoring Specialist on the Project issues, provide documents, data and other information for inserting to the Project website;
- Fulfil other instructions and responsibilities as requested by the General Director and/ or envisaged in loan and project agreements and other related documents.
REQUIRED QUALIFICATIONS
: 
- University degree in Economics, Civil Engineering, Law, Finance or other related fields;
- At least 10 years of general professional experience in public and/ or private sectors;
- At least 5 years of financial, legal or engineering experience of road construction projects financed by international organizations;
- Excellent knowledge of Armenian and English languages;
- Familiarity with the procedures of international organizations (in particular, the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank);
- Computer literacy (at least Word, Excel, PowerPoint, AutoCAD, Microsoft Project);
- Excellent analytical and presentation skills;
- Diplomacy and negotiating skills;
- Abilities to communicate with the project affected peoples and handle their complaints and claims;
- Problem-solving and prompt decision-making skills;
- Planning and organizational skills;
- Cooperation/ teamwork skills;
- Willingness to make field trips;
- Ability to work overtime and to a tight working schedule.
