UNICEF is looking for a motivated professional with experience in programme coordination and good planning and communication skills.Under the guidance of the Deputy Representative, the Planning and Monitoring Officer will provide professional technical assistance and support for programme design, planning, coordination, and monitoring, including preparation of programme budget analysis and progress reporting (financial and technical), in support of achievement of UNICEF's organizational priorities and country programme goals and objectives, with specific responsibilities in coordinating joint projects with other UN agencies.
The efficiency and effectiveness of support provided by the Planning and Monitoring Officer in preparation, planning and implementation of the Country Programme and more specifically UN joint programmes will contribute to the achievement of sustainable results for children. This in turn will contribute to enhancing the ability of UNICEF to fulfill its mission to achieve sustainable, locally-owned and concrete results in improving the survival, development and well-being of children in the country.
RESPONSIBILITIES :
- Programme Development and Planning: Provide professional technical assistance in the planning of programme development and coordination of the Country Programme;- Programme Performance Monitoring and Reporting: Provide technical support to ensure the Country Office has quality information to assess progress towards expected results established in work-plans;
- Rights-Based and Results-Based Programme Management Approach: Provide technical support to ensure a rights-based and results-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks;
- Partnership, Coordination and Collaboration: Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnership, and work with UN agencies is done in a coordinated and collaborative manner;
- Knowledge Management and Capacity Building: Provide technical support to ensure knowledge management for effective implementation of Country Programme, and specifically UN join programme, as well as information exchange and capacity building of Country Office staff and national partners.
REQUIRED QUALIFICATIONS :
- Education: Master's degree or equivalent in one of the following fields: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.Experience:
- At least 2 years of relevant professional work experience in programme coordination and project management;
- Experience working in a UN agency or other international organization is considered as an asset.
Languages:
- Fluency in Armenian and English languages; knowledge of another official UN language, such as Russian, is an asset.
Skills:
- Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation;
- Knowledge of Rights-based and Results-based approach and programming;
- Knowledge of global human rights issues, specifically relating to children and women;
- Gender equality and diversity awareness;
- Strong communications skills, both verbal and written;
- Strong networking and negotiation skills;
- Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation;
- Ability to conduct sound policy analysis.
- Ability to contribute to formulation of strategies and policies.
