JOB DESCRIPTION
: 
The Children of Armenia Charitable Fund (COAF) is seeking a highly experienced and responsible Procurement Specialist to join its team and coordinate all procedures related to procurement activities.
RESPONSIBILITIES
: 
- Responsible and accountable for all procurement processes, ensuring precise and transparent application of relevant procurement policies and guidelines;
- Carry out procurement planning and respective implementation;
- Perform management of contracts, including monitoring of timely receipt for contract deliverables, coordination of contract variations in close collaboration with Finance Manager and Administration Manager;
- Lead procurement processes for the works, non-consultancy and consultancy services and goods, starting from the preparation of relevant procurement documents up to the finalization of processes and signing of contracts in compliance with COAF Procurement Guidelines and RA Law on Procurement;
- Ensure preparation of Terms of Reference and Requests for Proposals for the procurement of contracts for consulting services, as well as review and comment on such documents, should they be prepared by other teams;
- Ensure that procurement notices are posted in accordance with the requirements of applicable policies and the Organization's procurement guidelines, as well as RA Law on Procurement;
- Monitor the performance of consultants/ suppliers/ contractors, and, in cases of delays, ensure that relevant remedial action (such as penalty for late delivery, supply, etc.) is applied and follow-up action taken;
- Research and find/ offer the best available options for the supply for goods and services;
- Establish and maintain records of all procurement processes and procedures.
REQUIRED QUALIFICATIONS
: 
- Master's degree in Finance, Economics, Law or a related field;
- At least 5 years of professional work experience in procurement;
- Excellent knowledge of RA procurement and tax legislation;
- Strong IT literacy skills and good knowledge of computerized information systems;
- Outstanding negotiating skills;
- Strong analytical and time-management skills;
- High sense of responsibility and very good organizational skills;
- Ability to work under pressure, independently and highly meticulously;
- Excellent communication and interpersonal skills;
- Proficiency in Armenian and English languages, including written and verbal communication and reporting.
