JOB DESCRIPTION
: 
The Embassy of Sweden in Yerevan has four members of staff, including one diplomat, sent out from Sweden, and three locally employed. The Programme Officer now being recruited will be the first staff member working specifically with development cooperation and in September 2020 a Swedish diplomat from Sida (Swedish International Development Cooperation Agency) will join the Embassy. The development cooperation is governed by a results strategy for Sweden's reform cooperation with Eastern Europe, the Western Balkans and Turkey 2014-2020 (

It focuses on three result areas: (a) Enhanced economic integration with the EU and development of market economy; (b) Strengthened democracy, greater respect for human rights and a more fully developed state under the rule of law; (c) A better environment and reduced climate impact and enhanced resilience to environmental impact and climate change. Armenia has until 2019 received Swedish support through regional programmes but since June 2019 there is also a bilateral programme that will continuously develop. The bilateral programme is managed from Sida HQ and the Programme Officer will be part also of this team. The new Programme Officer that the Embassy is looking for will mainly be responsible for the second results area, democracy and human rights, and also be involved in dialogue and coordination with other stakeholders. Should also be prepared to participate in all activities of the Embassy. The basis for all the work in the Embassy are Swedish values and policies decided by the Government of Sweden.
RESPONSIBILITIES
: 
- Responsible for support to project/ programmes mainly within the area of democracy and human rights. Independently manage projects, including preparation, risk analysis, monitoring and follow up. This could also include procurement of consultancy services;
- Closely monitor and analyse the development in the areas in the results strategy;
- Actively participate in donor coordination groups in Armenia;
- As a member of staff in the Embassy, represent the policies of the Swedish government;
- Regularly share relevant information with colleagues in the Embassy;
- Take part in weekly meetings, and other relevant internal work, at the Embassy;
- Undertake other tasks that might occur regarding Development Cooperation in the Embassy.
REQUIRED QUALIFICATIONS
: 
- University degree in one or several of the subjects, including Political Science, Law, Economics or other relevant fields;
- Excellent command of English language, both written and spoken;
- At least 3 years of relevant working experience, including experience of project support, assessment and follow up;
- Thorough experience in the area of democracy and human rights;
- Experience working in an international environment (embassy, development
organization or international organization);
- Good judgement, integrity and good self-knowledge;
- Good analytical and administrative capacity;
- Team-player with ability to take own initiatives;
- Good work ethics;
- Ability to meet deadlines;
- Flexible and motivated person.
DESIRED QUALIFICATIONS:
- Knowledge of the EU, including its institutions and structures;
- Knowledge of market development and/ or environment and climate change;
- Knowledge of spoken Swedish.

REMUNERATION/ SALARY

The salary is based on the local market salaries in similar positions and will be individually decided, depending among other things on the successful candidate's individual skills and experience.
