JOB DESCRIPTION
: 
The specific duties and responsibilities of the Public Sector Specialist will be agreed with the GGP-ECA Practice Manager. He/ she is expected to perform a full range of operational duties, working under minimal supervision, and to take a leading role in the tasks following below.
RESPONSIBILITIES
: 
- Facilitate dialogue and act as liaison point between the World Bank team and Armenian Government officials on the implementation of the Governance Global Practice's portfolio focusing on modernizing public administration, tax administration, public financial management, justice and anti-corruption among other areas;
- Serve as the focal point at the Yerevan County Office on governance-related issues with the Bank Country Team, counterparts within and across the GGP, other Practices/ CCSA, donor partners, consultants and other parties involved/ interested in the governance agenda, represent the team at the relevant meetings and events organized by those parties in Yerevan or other locations, in coordination with Task Team Leaders;
- Monitor implementation of the Governance Global Practice's portfolio, and contribute to technical advice of the Bank on reforms supported under the various governance-related projects, trust funds and analytical work;
- Participate in the preparation and design of future Bank lending operations and technical engagements on any of the above-mentioned topics and project supervision missions;
- Participate in technical assistance engagements and provide implementation support to core issues related to this position - PFM, taxation, public administration, justice and anti-corruption;
- Participate with other World Bank colleagues in carrying out diagnostic work as well as contribute to analytical, technical and policy reports in the above mentioned focus areas, formulating policy recommendations, and working with country authorities to implement agreed reforms;
- Monitor, share, and create knowledge on emerging governance issues;
- Provide technical input into policy and strategic work related to Governance, e.g. providing inputs to Systematic Country Diagnostics (SCD) and Country Partnership Frameworks (CPFs);
- In a team setting, support the management of country-level engagements, including but not limited to policy dialogue with high-level stakeholders and project management; contribute to and draft briefing to Senior Management and other relevant stakeholders;
- Facilitate and promote regional cooperation with other development partners in the above areas, including diagnostic work, capacity building initiatives, use of country systems and harmonization;
- Facilitate planning, preparation for Governance team missions to Armenia, participate in and follow-up on mission outputs.
REQUIRED QUALIFICATIONS
: 
Minimum Education/ Experience:
- Master's degree in Public Administration, Law, Economics, Business Administration, or a related field and at least 5 years of relevant experience;
- Proven experience in project management or coordination, preferably in the public sector, including justice and anti-corruption, and/ or international cooperation programs;
- Excellent written and oral communication skills in English and Armenian languages;
- Highly developed planning, analytical, and presentation skills as evidenced by its work experience;
- A proactive individual able to work with a high degree of initiative, reliability, flexibility and motivation.
Essential Specialized Skills/ Experience:
- Prior substantive and sustained work experience (typically not less than 5 years) in achieving results on the ground;
- Recognized technical proficiency in public sector management, including PFM, public administration, tax, justice and anti-corruption;
- Experience in PFM reforms and PFM analytical work, such as the PEFA Performance Measurement Framework, and knowledge of the various dimensions of the PFM cycle (budget formulation, execution, controls, accounting and reporting, auditing and oversight of public finances).
Technical Competencies:
- Public sector dialogue and policy advice - conduct sector dialogue: (a) disseminating good/ best practice to clients, and (b) helping clients adapt Bank strategies, best practice to meet priority needs in a realistic fashion, taking into account prevailing constraints in the country/ sector;
- Budget formulation and execution - demonstrate knowledge in budget comprehensiveness, processes, classifications, documentation, directives, treasury and cash management, and the links and impacts of the budget in Bank’s financing and project implementation;
- Operational project management - demonstrate knowledge and understanding of project management tools and methodologies, as well as Bank instruments and processes related to project preparation and implementation, resource management and stakeholder communications.

The World Bank portfolio in Armenia consists of 15 operations, with a total commitment of US$ 580.3 million. It includes US$92.9 million in International Development Association (IDA) credit and US$468 million in International Bank for Reconstruction and Development (IBRD) loans, along with an active program of 15 ASA activities and 32 trust fund operations totaling US$19.4 million. A new Country Partnership Framework (CPF) covering FY19-22 is under preparation and is scheduled to be presented to the Board in February 2019 with anticipated lending amount of US$300-400 million.
