Chain of Command:
Ultimate day-to-day field supervision and authority for all personnel and all aspects of program activities rests with the Chief of Party. The Employee described herein shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee.
Supervisor and Reporting Responsibilities:
For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report to and be supervised by Chief of Party.
The Transboundary water specialist/Objective Lead shall supervise other employees engaged in for the implementation of tasks in the objective; shall understand and be able to apply highly technical body of knowledge usually obtained through collegiate study as well as applicable laws and regulations; shall perform his/her responsibilities with minimal supervision; shall offers technical expertise; shall operate independently on project tasks; manage work and relationships with project leadership and client.
The Transboundary water specialist/Objective Lead is expected to lead tasks and activities under Objective 4 aiming at preparing Armenia for regional dialogue with neighbouring countries.
- Assessment of opportunities for transboundary water cooperation in water monitoring, management, governance, and economic benefits with neighboring countries.
- Improved water monitoring over shared resources, including data gathering and analysis.
- Enhanced engagement with regional Governments, academia, universities, and research institutions of neighboring countries for the development and application of modern water management governance legal documents and tools to support evidence-based decision-making and enhance economic benefits over shared water resources.
RESPONSIBILITIES
: 
The Transboundary water specialist/Objective Lead shall perform the following functions.
Pertaining to Coordination of the Objective:
- Responsible for overall coordination of tasks and activities under Objective 4;
- Prepare Statements of Work for different tasks under Objective 4;
- Make sure that all workshops, events and discussions under Objective 4 are duly organized both content-wise and logistically.
Pertaining to working with stakeholders:
- Liaise with governmental, non-governmental, including international stakeholders in the water sector to coordinate approaches on transboundary water management and to avoid overlaps;
- Cooperate with stakeholders to catalyze joint efforts for achieving grater impact;
- Organize workshops, roundtables to involve Armenia water sector stakeholders in discussion regarding Armenia transboundary water priorities;
- Ensure synergies with USAID South Caucasus Water Program and other donor programs dealing with transboundary water issues.
Pertaining to research and analysis:
- Conduct high-level desk research on transboundary water issues related to Armenia;
- Coordinate research and studies conducted by the Program subcontractors.
Pertaining to planning and reporting:
- Contribute to the development of the of the Program workplan: develop annual plans regarding tasks and milestones of Objective 4, as a part of the work plan;
- Follow-up and report on status of MEL indicators related to Objective 4;
- Follow-up and track the implementation schedule by preparing and updating Gantt Chart related to Objective 4;
- Contribute to preparation of Quarterly, Annual, and other programmatic reports;
- Responsible for final editing and formatting of deliverables under Objective 4;
- Report to CoP on weekly basis about the status of Objective 4 implementation, achievements, and challenges.
REQUIRED QUALIFICATIONS
: 
- University degree: Political Science, Public Administration or Water Resources Management;
- 10 years professional experience including Management of projects, components of the projects funded by USAID and other donor organizations;
- Understanding of water issues in Armenia, particularly, with specific experience in coordinating and/or contributing to transboundary activities in different areas;
- Good knowledge of stakeholders and donors in the water sector;
- Experience in working with high-level government representatives, inter alia, Ministry of Environment, Ministry of Territorial Administration and Infrastructure, including Water Committee;
- Excellent knowledge of Armenian and English languages;
- 5 years technical knowledge in water issues and transboundary cooperation is an additional asset;
- Individuals should display a positive, team-oriented attitude to match our friendly work environment;
- Basic Excel, Word and PowerPoint knowledge required.

ABOUT
: 
The Improved Water Management for Sustainable Economic Growth Program implemented seeks to transform Armenia’s approach to water management to improve the equity of access to water while maintaining environmental flow and water quality for the protection of freshwater resources. The Program will achieve this through the development and dissemination of improved approaches and tools to support sustainable and secure water management; advancing improved water governance; and spreading best practices and innovative approaches in water conservation and use. The activity will also provide technical and advisory services (including training, applied research, and analysis) to the Government of Armenia (GOAM), local communities, and the private sector, and support the implementation of small-scale pilot projects to improve water management and use. The Program is implemented by Deloitte Consulting LLP, in partnership with the Urban Foundation for Sustainable Development (UFSD), the University of Colorado Boulder (UCB), and the Regional Environmental Centre for the Caucuses (REC). The office is based in Yerevan, Armenia.
