JOB DESCRIPTION
: 
The U.S. Agency for International Development (USAID) in Yerevan, Armenia is seeking an eligible and qualified applicant for the position of USAID Project Management Specialist, who will be assigned to the Democracy and Governance Office (DGO) and report to the DGO Director and/or their designee. The Specialist will serve as the Mission's advisor and principal technical lead responsible for civil society and media development programs and strategies. Additionally, the Specialist will serve as the Mission's advisor and in-house expert on Agency policies and approaches for Positive Youth Development (PYD) and Localization. The Specialist will serve as the Mission's representative on policy, strategic and technical engagements with the interagency, the Government of Armenia (GoAM), international and bi-lateral organizations, donor agencies and local civil society and media groups related working in the noted sectors. The Specialist will serve as Contracting Officer's Representative/ Agreement Officer's Representative (COR/AOR), Alternate COR/AOR and/ or Government Agreement Technical Representative (GATR) on DGO portfolio awards, and Activity Manager for USAID/ Washington-managed awards.
REQUIRED QUALIFICATIONS
: 
- Education: At least a master's degree, or the local equivalent formal education, in a field relevant to the overarching democracy and governance portfolio, including in Civil Society, Community Studies, Media Studies, Communications, Political Science, Public Administration, International Relations, or other closely related fields;
- Work Experience: At least 5 years of Civil Society Media (CSM) related progressively responsible professional experience. Experience must include at least 4 years of donor funded and/ or nongovernmental CSM related project management and/ or project design experience. Must have at least 1 year experience conducting CSM-related research and/ or CSM related analysis. Experience with CSM related legal and/ or policy reform;
- Language Proficiency: Level IV (fluent) for reading, speaking and writing in English and Level IV (fluent) (native) Armenian.
