ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ

IFES is currently recruiting for a Deputy Chief of Party (DCOP) position for the anticipated 5-year, USAID-funded Integrity Project in Armenia. The Program is expected to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia through: a) strengthening corruption prevention institutions and integrity systems; b) supporting the implementation of specific legal-regulatory measures for corruption prevention; and c) facilitating a collective action approach to hold local entities engaged in corruption prevention mutually accountable. The Deputy Chief of Party supports the Chief of Party (COP) by coordinating field office activities and managing the office. He/ she will also oversee select program objectives, which will be determined in consultation with the Chief of Party and the Division Director. In addition, in coordination with the COP, the DCOP will be responsible for ensuring compliance with USAID rules and regulations and will manage the Program in the absence of the COP. This position is contingent upon award.
ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ
: 
- Assist the COP in ensuring timely execution of Project activities within the allocated budget, and strategic development and implementation;
- Oversee specific Project activities as directed by the COP and provide technical input;
- Serve as the IFES representative to Heads of Missions, Embassy staff and donors on a variety of issues when the COP is not available;
- Supervise in-country local support staff and consultants provide feedback on performance;
- Prepare papers, reports, briefings on anti-corruption related topics, programmatic work;
- Develop and maintain relationships with key stakeholders, donors and partners;
- In coordination with the COP, oversee Program management, administration, finances, budgeting, and reporting;
- In coordination with the COP, oversee any procurement in accordance with IFES policies and USAID rules and regulations;
- Perform other duties as assigned.
Position Scope:
- Support Chief of Party in the technical implementation of IFES programming for Project;
- Oversee activities and processes to support effective Project management and implementation;
- Collaborate with Chief of Party in monitoring all aspects of Project operations, reporting and compliance.
Decision Making/ Problem Solving:
- Identify risk factors with potential to disrupt achievement of Program/ Project goals; analyze issues, problems or opportunities and propose appropriate courses of action, based on knowledge of professional principles and best practices;
- Participate in the development and implementation of strategies to track and mitigate risk and its potential impact.
Fiscal Responsibilities:
- In coordination with COP and Director of Operations, ensure compliance of Project budgeting, financial management and reporting;
- In coordination with COP and Director of Operations, oversee and approve local and international procurement in accordance with IFES policies and USAID rules and regulations;
- Authority to regularly make purchases and incur expenses, subject to established controls and procedures.
Relationships:
- Maintain collaborative working relationship with senior-level stakeholders within and outside IFES to ensure timely and successful achievement of Project goals and objectives;
- Represent IFES with external contacts at professional and government levels in the absence of the Chief of Party.
Supervision Exercised:
- Oversee in-country Project staff and participate in Project reporting and monitoring and evaluation.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ
: 
Education:
- Advanced university degree in International Politics, International Development, Law, Public Policy, or a related field (Advanced university degree can be substituted for at least 6 years of relevant experience).
Experience:
- At least 8 years of relevant experience in managing international development activities in the areas of anti-corruption and/ or governance;
- Record of successful performance in anti-corruption, government transparency, or other programming related to government accountability;
- Demonstrated track record of establishing strong working relationships with host country governments, civil society, and other donors;
- Strong record of managing or operating in multi-stakeholder settings.
Related Skills or Knowledge:
- Demonstrated leadership and staff management;
- Project administration and financial management skills;
- Experience with financial tracking, and forecasting for USAID-funded projects;
- Experience with Microsoft Excel-based spreadsheets;
- Knowledge of USAID and non-US financial regulations and contract compliance requirements;
- Demonstrated ability to prioritize and handle multiple tasks and consistently meet tight deadlines;
- Ability to develop and manage effective local relationships;
- Strong communicator, both verbally and in writing;
- Proven capacity to work well with minimal supervision;
- Experience in managing relationships with international donor community.
Language Skills:
- Excellent knowledge of written and spoken English and Armenian langauges.
Travel:
- In-country travel may be required up to 30% of time.
