Project Background:
The DRR project in Armenia supports risk-informed, inclusive, and community-based development, in line with Armenia’s 2023–2030 Disaster Risk Management (DRM) Strategy and the Sendai Framework for Disaster Risk Reduction. The project focuses on hazard mapping, risk assessments, climate adaptation, capacity building, and strengthening coordination among key stakeholders.
Functions/ Key Outputs Expected
As part of the effort to strengthen disaster preparedness and population protection at the community level, the expert will lead targeted assessments aimed at identifying safety risks related to natural and technological disasters and proposing practical measures to reduce them. The focus will be on physical access, critical infrastructure protection, and risk-informed planning. The following activities will be carried out:
Task 1. Joint Risk Mapping with GIS Specialist
The expert will work closely with the GIS expert to identify and analyze areas within the target communities that may pose risks to evacuation, search and rescue operations, humanitarian access, or the timely deployment of rescue teams in the event of a disaster. This includes terrain barriers, structurally weak zones, flood-prone areas, or sites with potential for blockage due to landslides or infrastructure collapse. The worst case disaster scenario will be developed based on the identified challenges and risk zones.
Task 2. Scenario-Based Recommendations for Safety Measures
Based on the identified risks and potential disaster scenarios, the expert will develop a set of recommendations tailored to worst-case situations. These recommendations will aim to:
- Improve the safety of residents in high-risk zones,
- Strengthen evacuation planning with realistic constraints in mind,
- Strengthen the humanitarian support and relevant logistic processes,
- Ensure that humanitarian and rescue services can reach the affected population efficiently.
The recommendations will be practical, context-specific, and aligned with existing local capacities and institutional mandates.
Task 3. Mapping of Threats to Critical Facilities
The expert will develop a dedicated map (in collaboration with the GIS team) illustrating key critical infrastructure—such as schools, healthcare facilities, shelters, and local government buildings—that are exposed to natural or man-made hazards. For each facility, the expert will:
- Assess the level and type of threat it faces,
- Propose clear, actionable measures to strengthen its resilience,
- Offer structural and procedural improvements to ensure operational continuity during emergencies.
4. Final Reporting
All findings, maps, and recommendations will be compiled into a final technical report. The report will include:
- A narrative summary of risks and barriers identified,
- Risk maps developed during the assessment jointly with GIS expert,
- Facility-specific vulnerability profiles,
- A set of prioritized safety enhancement measures to inform future planning and investments at the community level.
ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝

Qualifications:
- PhD or Master’s degree in Disaster Risk Reduction, Geography, Environmental Science, Sociology, Public Policy, or a related field.
- At least 7 years of experience in applied research, preferably in DRR, population protection, climate resilience, or development sectors.
- Proven experience leading research teams and producing high-quality, peer-reviewed or policy-relevant publications.
- Strong understanding of DRM frameworks, risk assessment methodologies, and policy development.
- Familiarity with both qualitative and quantitative research methods, including participatory approaches.
- Experience in data analysis software (e.g., SPSS, R, NVivo) is an asset.
- Fluency in Armenian and English required; knowledge of Russian is an advantage.
