JOB DESCRIPTION: 

Chemonics International seeks a Civil Society Engagement Specialist for the five-year U.S. Agency for International Development (USAID)-funded Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and 3) foster citizen-centered strategic communications and public outreach.

The Civil Society Engagement Specialist will work as a part of the Component 3 team to develop and implement strategies for public engagement and support design and institutionalization of two-way communications strategies, tools, and platforms. The Civil Society Engagement Specialist will lead outreach to civil society, media, and private sector actors to foster collaborative civic dialogue and engagement between the Armenian government and the public.

RESPONSIBILITIES: 

-Work with the Component 3 team to design and implement sustainable and adaptable citizen-centered communications platforms, strategies, and approaches with government counterparts;
- Lead outreach to civil society, media, and private sector actors and foster collaborative civic dialogue and engagement between the government and the public;
- Work collaboratively with the Strategic Implementation Fund Manager to identify grant-funding opportunities for civic actors, including to amplify government reform communications;
- Design and implement grant and subcontract interventions, including overseeing performance management and reporting and ensuring achievement of results;
- Provide technical assistance to program partners, including grantees and subcontractors, as required, during intervention design and implementation;
- Develop, implement, and scale citizen engagement platforms that facilitate two-way communications between government and the public, including mechanisms for incorporating citizen feedback;
- Perform other duties as required or assigned.

REQUIRED QUALIFICATIONS: 

- Bachelor’s degree in a relevant field such as communications, organizational development, marketing, public relations, business, or other related field required;
- At least five (5) years of experience in civil society engagement and outreach, preferably on donor-funded programs;
- Demonstrated experience bringing together public and civil society actors to facilitate civic dialogue and advance citizen-responsive policy reforms;
- Experience in grants design and implementation, including working with grantees to support management, reporting, and achievement of results;
- Demonstrated ability to effectively engage a wide range of stakeholders including national and local state institutions, CSOs, media, the private sector, civic actors, and other stakeholders;
- Experience working with civil society as well as government counterparts at both national and local level;
- Previous USAID or other related donor experience required; knowledge of USAID rules and regulations preferred;
- Demonstrated ability to fully and effectively communicate in English, both oral and written, is required.
