JOB DESCRIPTION: 

Chemonics International seeks a Collaborating, Learning, and Adapting (CLA) Director for the five-year U.S. Agency for International Development (USAID)-funded Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and 3) foster citizen-centered strategic communications and public outreach.

The CLA Director will lead the CLA team overseeing the design and implementation of the CLA approach for adaptive program management, ensuring communication with and between all three component teams throughout the Activity. Additionally, the CLA Director will oversee a team of two specialists: the Monitoring, Evaluation, and Learning (MEL) Specialist and the Communications and Reporting Specialist.

RESPONSIBILITIES: 

- Oversee the design and implementation of the Activity’s learning and adaptive management approach, including using a learning plan to inform implementation, and ensuring communication with and between the three component teams;
- Lead CLA efforts across the Activity which could include leading regular pause and reflect sessions with the Activity team, USAID, stakeholders, and partners, developing annual learning events, and the production of tailored learning products for key stakeholders;
- Support the development of annual implementation plans and performance monitoring, evaluation and learning plans for the Activity, including developing mechanisms for CLA in activity implementation to incorporate lessons learned, periodically assessing interventions with COP and DCOP, and modifying approaches to activities and interventions as needed to ensure achievement of desired results, impact and sustainability;
- Lead knowledge management efforts by developing tools and resources to create, capture, organize, translate, share, and apply knowledge to improve the Activity and build capacity for integrating and adapting to lessons learned and changes in the program context;
- Coordinate with USAID, government partners, and other stakeholders to document and disseminate lessons learned from Activity implementation and ensure regular data use to improve and inform implementation; 
- Streamline coordination between the Activity and program stakeholders to expand the impact of communications, outreach, and learning, including subcontractors, other implementing partners, and donors;
- Oversee the implementation of the Activity Strategic Communications Plan;
- Oversee the preparation, editing, and submission of all program deliverables to USAID, including quarterly and annual reports;
- Supervise MEL Specialist and Communications and Reporting Specialist;
- Perform other duties as required or assigned.

REQUIRED QUALIFICATIONS: 

- Bachelor’s degree or equivalent in social science, evaluation research, statistics, economics, knowledge management, organizational development, or other related field required; master’s degree preferred;
- Minimum six to eight (6-8) years of experience managing MEL and CLA activities for USAID or other large donor-funded projects, including database management;
- Significant experience designing, implementing, and managing learning and adaptive management approaches, including learning plans; demonstrated experience with USAID’s CLA approach strongly preferred;
- Demonstrated knowledge of integrating CLA into program interventions to inform decision-making and incorporating CLA into capacity building for program monitoring requirements;
- Demonstrated ability to effectively engage a wide range of stakeholders to build collaborative relationships that promote learning for effective program implementation;
- Strong qualitative and quantitative skills with demonstrated experience in data collection, data analysis, data quality assessments, and performance monitoring, evaluation, and reporting;
- Demonstrated ability to successfully lead and manage challenging and complex problems;
- Demonstrated ability to fully and effectively communicate in English, both oral and written, is required.
