JOB DESCRIPTION: 

Checchi is seeking a qualified lawyer for the position of Data Protection Legal Expert to assist the Corruption Prevention Commission (CPC) with advising on the design and development of internal regulations to ensure safe and effective operation of an Electronic Platform for Declarations of Assets, Incomes, Expenditures, and Interests in accordance with the existing Armenian and legislative and regulatory framework and international standards.

RESPONSIBILITIES: 

The Expert will work in close cooperation with the Corruption Prevention Commission (CPC) to provide legal advice and assistance in designing and developing internal regulations to ensure safe and effective operation of an Electronic Platform for Declarations of Assets, Incomes, Expenditures, and Interests (E-Platform):
- Responsible for identifying the relevant legal basis with respect to electronic processing of personal data of the declarants, the relevant legal basis for management of the declaration on electronic basis and the gaps therein, development of the relevant body of rules enabling the Commission to engage in electronic processing in order to ensure adequate protection of declarants’ and data subjects’ rights;
- Work in close collaboration with the Commission members and staff of the commission, as well as the relevant supplier of the electronic system to understand the business processes underlying the declaration activities and identify the relevant activities which require internal regulation;
- Develop rules and regulations enabling the CPC to transfer data of the declarants and other data subjects to other state institutions upon request and when required under the law;
- Deliver legal advice to the CPC and prepare memos explaining relevant international requirements and practices on data protection as requested by CPC;
- Develop relevant data protection and data security requirements in line with the GDPR and other international standards.

Deliverables:
- Internal rules and procedures developed for the CPC;
- Legal opinions and memos on relevant national and/ or international practices and requirements on data protection.

REQUIRED QUALIFICATIONS: 

- Undergraduate and graduate degrees in Law;
- At least 5 years of proven experience as a legal consultant working in legal policy reform projects in Armenia;
- Experience designing, drafting internal rules and procedures and working with state institutions;
- Demonstrated knowledge of national and international data protection legislation and regulations;
- Understanding of software development practices and internal processes of the CPC;
- Understanding of Law on Commission on Prevention of Corruption of Armenia.
