DETAIL DESCRIPTION: 
The objective of this assignment is to support the Law Development and Protection Foundation (LDPF) in establishing a sustainable, income-generating enterprise function that complements its core mission and strengthens its long-term financial resilience.
As a civil society organization with recognized expertise in electoral law, legal analysis, monitoring, training, research and advocacy, LDPF seeks to diversify its funding base by developing a professional service arm capable of delivering high-quality consultancy, research and advisory services in the legal sector.
A qualified consulting company will be engaged to support LDPF in designing this enterprise function from the ground up. The process will include a structured assessment of LDPF’s internal capacities and external market opportunities, leading to the identification and operationalization of viable revenue-generating services.
Scope of Work
The assignment will include, but not be limited to:
- Assessment of Core Capacities
Conduct a comprehensive analysis of LDPF’s expertise, assets, and competitive advantages in areas such as electoral processes, legal advisory, monitoring, training, and policy advocacy.
- Market and Stakeholder Analysis
Map potential clients, partners, and competitors at national and regional levels to identify demand for legal consulting, legal research and consulting.
- Identification of Enterprise Opportunities
Define and prioritize feasible income-generating service lines (specifically one legal and policy analysis).
- Enterprise Model Development
Design a clear and viable business model, including:
a. Value proposition
b. Target markets and clients (e.g., international organizations, donors, public institutions, CSOs)
c. Pricing strategy
d. Operational structure and governance arrangements (ensuring alignment with NGO status)
- Implementation Roadmap
Provide a phased action plan for piloting, launching, and scaling the enterprise.
Expected Outcome
By establishing an income-generating enterprise function, LDPF aims to:
- Diversify its funding sources beyond donor-dependent financing
- Ensure financial sustainability and institutional resilience
- Maintain a permanent core team of legal and operational experts between election cycles
- Strengthen preparedness and methodological development for election observation missions
- Institutionalize election observation and election-day legal support as a continuous and core function

1. Objective of the Assignment
To design a practical, market-driven enterprise and sustainability model that enables LDPF to generate income through professional services while maintaining its non-profit mission and integrity.

The consulting company is expected to apply a participatory and iterative approach, which may include:

- Market research and benchmarking (local and regional level)

REQUIREMENTS: 
Required Qualifications
The consulting company should demonstrate:
- Strong expertise in business model development and market analysis
- Experience in legal, governance, or public sector advisory (an asset)
