JOB DESCRIPTION: 

Armenian Branch of Association Medecins Sans Frontieres (Switzerland) is looking for a Finance and Accountancy Manager to coordinate and supervise the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.

RESPONSIBILITIES: 

- Responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures;
- Coordinate and oversee the monthly and yearly closing of accounts and balance sheet and report the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them;
- Responsible for the financial management of donor contracts, e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensure reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes);
- Coordinate and oversee the payment of tax liabilities in order to comply with legal obligations;
- Coordinate and supervise the conduct of local audits relating to accounting, tax, labour, stock and asset management;
- Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training/ induction, evaluation, potential detection, development and communication) of the staff under his/ her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities;
- Be the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software/ system;
- When required, brief all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc.);
- Controll and ensure that all receipts and documentation meet the Armenian Accounting requirements (procedures, deadlines, information, signatures, etc). Track bills/ vouchers, invoices and other running costs in order to give reliable and updated information;
- Ensure a monthly account’s report in accordance with Armenian Accounting procedures, check individual entries and prepare the necessary administrative documents (originals) as a basis for justification and explanation of payments and receipts made;
- Prepare the timely payment of taxes;
- Responsible for the processing of accounting software ArmSoft, including checking the conformity of accounting supporting documents (orders, acceptance acts, donation certificates, invoices, business trips allowances, etc.);
- Responsible for filing accounting documents and their annexes, preparing documents for audits, organizing the scanning of documents and archiving the mission’s financial documents in accordance with the local accounting requirements;
- Responsible for making sure taxes on services and unjustified expenses are deducted when applicable, and that the tax reports are sent to the authorities in accordance with the local deadlines;
- Register the employment contracts, and de-register them when employment contracts have ended;
- Follow changes made by the Ministry of Finance with regards to taxes, social benefits, legal obligations, etc. and inform the supervisor of the eventual impact these may have;
- Inform supervisors of any issues/ problems that may arise in their job performance.

REQUIRED QUALIFICATIONS: 

- University degree in Accounting, Finance or Business Administration is desirable;
- Solid accountancy training and experience-professional accounting qualification;
- 4 years of previous experience in similar relevant position jobs;
- Knowledge of Armenian language (mother tongue); excellent command of English language; knowledge of Russian and/or French languages is an asset;
- Computer literacy (Word, Excel, Internet);
- Knowledge of local accounting standards (ArmSoft), local law; knowledge of MSF accounting software is desirable.

- Excellent writing, editing, and proofreading skills in Armenian and English languages;
- Proven ability to effectively manage relationships with internal and external stakeholder;
- Ability to handle a large volume of work and different projects at the same time;
- Outstanding proven time management and organizational skills, including the ability to prioritize ongoing vs. immediate need appropriately;
- Proven ability to work as part of a team and provide strategic vision and leadership;
- Willingness to travel within and outside of Armenia;
- Ability to integrate into a multicultural team;
- Adherence to MSF principles and to its managerial values: Respect, Transparency, Integrity, Accountability, Trust and Empowerment ;
- Adherence to MSF Behavioural Commitments.
