JOB DESCRIPTION: 

The Armenia Integrity Project is a 5-year USAID-funded program that aims to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia through: (1) strengthening corruption prevention institutions and integrity systems; (2) supporting the implementation of specific legal-regulatory measures for corruption prevention; and (3) facilitating a collective action approach to hold local entities engaged in corruption prevention mutually accountable. EnCompass LLC, which is a subcontractor with Checchi to implement Armenia Integrity Project, is seeking a full-time Gender and Social Inclusion Specialist to lead project-level gender integration, facilitate an organizational gender assessment for the Corruption Prevention Commission, support the development of a Corruption Prevention Index, and identify integrity idols and anti-corruption champions, from different social groups (male, female, and youth), sectors, agencies, and locations that can reinforce messages and accelerate attitudinal and behavior change.
The position is based at the project office in Yerevan and reports to the EnCompass Director of Gender and Inclusive Development and the Integrity Project Chief of Party.

RESPONSIBILITIES: 

- Provide technical leadership and support in the integration of gender and social inclusion (GESI) considerations across the Armenia Integrity Project activities;
- Conduct desk review, primary data collection, and analysis for the project GESI analysis, and mid-project assessment, and prepare assessment reports;
- Lead development of and support the project team to implement and monitor the Project’s GESI integration strategy;
- Collaborate with project management, technical leads, and partners to review and ensure all activities integrate GESI considerations;
- Provide gender integration guidance and ad hoc technical assistance to project technical teams, partners, and stakeholders, including application of an intersectionality lens focusing on the gendered impacts of corruption on marginalized groups including people living with disabilities (PWD) and LGBTQI persons; identify integrity idols and anti-corruption champions, and training CPC staff in the administration and upkeep of the Gender Corruption Index;
- Support project start-up and planning, attend staff meetings, and provide input into project deliverables including reviewing and/ or writing the GESI sections of annual workplans, project MEL plan, quarterly reports, and annual reports;
- Design and facilitate GESI training modules for project staff, partners, and stakeholders;
- Support additional activities identified in the approved project gender strategy;
- Recruit and/ or supervise short-term technical consultants as needed;
- Collaborate, as needed, with project finance teams to plan and implement in country trainings and other GESI activities within budget;
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed;
- Perform other job-related duties as assigned.

REQUIRED QUALIFICATIONS: 

- Bachelor’s degree in Social Sciences or a related field and at least 6 years of experience supporting gender-related programs or activities; or master’s degree and at least 4 years of experience; or Ph.D. and 2 years of experience;
- Significant in-depth expertise in gender integration and social inclusion approaches and gender-based violence prevention and response;
- Experience working on democracy, anti-corruption, good governance and/ or public service delivery programs;
- Knowledge of other relevant local partners, implementers, or other stakeholders;
- Strong planning, organization, and strategic thinking skills;
- Experience designing and conducting GESI analyses and assessments, or other similar research;
- Experience designing and facilitating GESI trainings for a variety of stakeholders;
- Experience working on USAID or other similar donor projects and programs is strongly preferred;
- Demonstrated experience collaborating with and managing the work of consultants, staff, and teams;
- Experience working with key project stakeholders, such as relevant government commissions and agencies and civil society organizations, will be an asset;
- Excellent oral and written skills in English language.
