JOB DESCRIPTION: 

CENN – Caucasus Environmental NGO Network is seeking a Grants Assistant in Armenia for the project of the USAID South Caucasus Regional Tourism Program (SCRTP).

Program Background
The USAID South Caucasus Regional Tourism Program (SCRTP) aims to build durable regional cooperation among Armenia, Azerbaijan, and Georgia, based on market drivers and shared economic interests in the tourism sector, thereby contributing to cohesion and peace in the South Caucasus region. The successful implementation of the program will create new market linkages between private sector actors which establish shared interests and generate win-win-win gains for collaboration and peace in the region. The program also facilitates collaboration and regional dialogue involving government and civil society actors to support tourism development. This will serve as a model for more expansive engagement across other sectors and issues, expanding upon the program’s work to promote peace and prosperity in the region.

Assignment Overview
The Grants Assistant will assist the Grants and Procurement Manager in management of the Program’s grants fund, the total value of which is $900,000.00 million. Program anticipates multiple Fixed Amount Awards (FAAs) and In-kind grants and events for upcoming two (2) years. The Grants Assistant will support the Grants and Procurement Manager in the award and implementation process of grants to be consistent with activity goals and objectives, and in compliance with USAID rules and regulations; also, support in procurement processes related to grants as on need basis.

RESPONSIBILITIES: 

Under the direct supervision of Grants and Procurement Manager Grants Assistant shall:
- Assist in the solicitation, pre-award responsibility determination, award and implementation process of Grants, with a focus on Armenian applicants;
- Assist in monitoring of grant implementation including field visits and quarterly face-to-face check-ins with Armenian grantees;
- Assist in preparation of committee meetings based on the applications received and take notes of committee meetings;
- Assist in reviewing applications and associated backup documentation to ensure coherence and reasonableness part of the grant pre-award process;
- Assist in conducting of pre-award assessment for grants;
- Submit any Procurement Request needed for Grants activities as on need basis;
- Support the Grants Team in assembling all required documentation for records for grant activities and procurement in project management system;
- Assist in performing detailed review of grantee financial reports and all supporting documentation to ensure that expenses are incurred according to the grant agreement, corporate financial policies, and USAID regulations;
- Assist in budget verification;
- Work with the Program’s technical staff to closely coordination all grant reporting and other related issues;
- Organize and maintain all grants related documents and files (physical and electronic);
- Contribute to developing RFPs and conducts thorough market research;
- Perform any other tasks assigned by Grants and Procurement Manager in other duties related to grants.

REQUIRED QUALIFICATIONS:

Minimum Qualifications:
- Degree in Economics, Business Administration, Business Management, or other closely related fields;
- Minimum 2 years of work experience in the field of grants and/or finance and/or Procurement;
- Proficient skills in Microsoft Office;
- Strong organizational and time management skills;
- Fluency in English and Georgian is required.

Preferred Qualifications:
- Master’s Degree in relevant discipline preferred;
- USAID experience;
- Knowledge of USAID rules and regulations on awards management is preferred.
