JOB DESCRIPTION: 

Counterpart is currently seeking individuals and/or Private Entrepreneurs to provide services in monitoring and mentoring the grants projects awarded to local Civil Society Organizations (CSO) under the framework of USAID funded Civil Society in Action Activity (CSA), and assist the CSA project’s monitoring, evaluation and learning activities. Thе office of CSA is based in Yerevan. The position requires extensive travel through the country. Transportation will be provided by Counterpart.
Offerors should put forward their qualifications, experience, and price quotes to support Counterpart for a consulting service.  As a result of this Request for Independent Consultants, Counterpart anticipates issuing an independent consulting agreement (ICA).

RESPONSIBILITIES: 

- Schedule monitoring visits for all CSA grants;
- Regularly conduct monitoring visits to project sites within Armenia to ensure proper implementation of project activities and provide mentoring in both grant administrative processes and technical implementation needed;
- Prepare monitoring reports for each grant (around 10 grantee organizations) monitored ensuring accuracy, completeness, and adherence to reporting requirements;
- Maintain and update the project's grants monitoring database, ensuring that all data is accurately recorded and accessible for reporting purposes;
- Perform other related tasks as may be required by the MEL Manager to support the overall objectives of the program.

REQUIRED QUALIFICATIONS: 

- Bachelor’s degree in Sociology, Monitoring and Evaluation, Statistics, Public Policy, or a related field;
- Minimum of three (3) years of relevant work experience in monitoring and evaluation, database management, or related areas;
- Proficiency in database management software (e.g., Excel, Access, SQL) and experience working with large datasets;
- Excellent communication skills, including the ability to effectively present findings and recommendations CSA partners;
- Demonstrated commitment to accuracy and accountability in data management and reporting practices;
- Fluency in English and Armenian, both written and spoken;
- Ability to work effectively in a multicultural team environment and collaborate with colleagues and partners from diverse backgrounds.

Preferred:
- Previous experience supporting USAID and other international donor funded programs;
- Advanced English language skills;
- Knowledge of database terminology will be an advantage;
- Experience in focus group discussions, interviewing and/or surveys will be an advantage;
- Previous experience in working with grant implementers an advantage.

ABOUT: 

In October 2022, The United States Agency for International Development (USAID) awarded Counterpart International (CI) a Cooperative Agreement (CA) to implement the Civil Society in Action (CSA) Program. The goal of this activity is to enhance civil society sustainability through improved financial viability, organizational capacity, and policy engagement.

The objective of the program is to equip civil society organizations pursuing democratic consolidation with institutionalized mechanisms and strengthened skills to become more sustainable and to engage in a more effective public policy dialogue with the Government of Armenia. The goal of this activity will be achieved through the following four objectives:

Objective 1: CSO financial viability improved,
Objective 2: Organizational capacity of CBOs enhanced,
Objective 3: CSO and government dialogue on public policy enhanced,
Objective 4: Locally-led development promoted.
