Judicial Self-Governance Advisor

JOB DESCRIPTION: 

The Judicial Self-Governance Advisor is responsible for the technical design, direction, management, and implementation of all activities designed to build the self-regulatory capacity of the Supreme Judicial Council (SJC) relating to judicial testing and selection, judicial performance evaluation, judicial ethics and discipline, e-Court investments, and the application of transparent and effective operational policies compliant with the government’s Legal and Judicial Reform Strategy (Objective 2). S/he is also responsible for leading collaborative action to coordinate collaborative action towards the reform agenda as they relate to SJC self-regulatory capacity (Objective 4). The Judicial Self-Governance Advisor reports to the Deputy Chief of Party.

RESPONSIBILITIES: 

In this capacity, the Judicial Self-Governance Advisor will:
- Provide overall strategic vision, management, and technical direction of relevant activities to ensure that all expected results are met;
- Coordinate and communicate activities with government stakeholders, justice sector partners, civil society, and other donors and implementing partners;
- Facilitate meetings and workshops with SJC stakeholders (judges, court administrators, staff) to collaboratively identify areas for improvement in self-regulatory capacity.
- Draft relevant project documentation, including development of concept notes, consultant scopes of work (SOWs) activity reports, and quarterly/annual client reporting;
- Serve as primary point of contact for consultants leading relevant activities providing oversight and quality control for their work;
- Design and implement enhancements to judicial testing, selection, and performance measurement systems; and modernizing court case management systems and introducing other e-justice solutions;
- Maintain strong relationships with project management, team members, partners, and stakeholders;
- Carry out other assignments assigned by the Project’s Deputy Chief of Party or Chief of Party.

REQUIRED QUALIFICATIONS: 

.
Minimum qualifications:
- At least seven (7) years of experience managing justice sector reform efforts;
- Significant knowledge of government e-justice goals and court ICT and e-justice applications;
- Knowledge of Armenian systems for judicial selection, ethics, and discipline, as well as judicial performance evaluation;
- Working familiarity with international best practice in justice or public administration;
- Technical skills in analyzing court data and formulating justice sector policy;
- Ability to work collaboratively with multiple stakeholders;
- Fluent spoken and written Armenian and English language skills;
- Experience working with international donors (required) including USAID (preferred); and
- Law degree (LL.B.)

Preferred qualifications:
- Experience working with USAID;
- LL.M. in a relevant field;
- Advocates license.

The USAID Justice Sector Support Project (JSSP) is a five-year program designed to support the Government of Armenia (GOAM) establish a more fair and equitable justice system and increase public confidence in the rule of law. The Project activities advance the functional independence and effectiveness of the judicial branch by strengthening the efficiency and capacity of courts, relevant self-regulatory agencies, and educational institutions, as well as by facilitating multi-stakeholder oversight of the implementation of justice sector reforms.
