JOB DESCRIPTION: 

CARD Foundation is looking for a Procurement Officer to join USAID funded "Rural Economic Development - New Economic Opportunities" (RED-NEO) team to help manage the program's procurement needs. Procurement Officer responsibilities include researching new suppliers, ensuring that all purchased products and materials meet specifications, and negotiating with vendors as needed.

RESPONSIBILITIES: 

- Estimate and establish cost parameters and budgets for purchases;
- Make professional decisions in a fast-paced environment;
- Review and analyze all vendors/ suppliers, supply, and price options;
- Develop plans for purchasing equipment, services, and supplies;
- Negotiate the best deal for pricing and supply contracts;
- Ensure that the products and supplies are high quality;
- Maintain and update list of suppliers and their qualifications, delivery times, and potential future development;
- Work with team members to complete duties as needed;
- Provide a strategic, efficient and flexible procurement service which will deliver optimum value for money, cost savings and best quality of service;
- Advise and support staff in procurements and supplier relationships helping to drive better procurement practice;
- Support procurement activities such as the tender process, supplier relationships and contract management for goods and services;
- Assist in the development of internal procedures and documentation in relation to procurement;
- Assist in managing commercial and reputational risks in its relations with suppliers;
- Assist with purchases and order enquiries;
- Ensure purchases are properly approved in terms of authority levels;
- Administering supplier contracts;
- Lead and monitor supplier relationships;
- Demonstrate professionalism towards sensitive and confidential information.

REQUIRED QUALIFICATIONS: 

- Bachelor's degree;
- At least 3 years of job experience in procurement;
- Analytical, problem-solving personality with the ability to negotiate and build relationships with vendors;
- Experience with data entry, database management, and reporting and compliance;
- Perfect communication skills.
