JOB DESCRIPTION: 

Democracy International (DI) seeks to hire a Procurement Specialist specializing in USAID awards and acquisition for the multi-year USAID-funded Protection, Inclusion, and Empowerment Activity in Armenia. Based in Yerevan, Armenia, the project supports local officials, civil society leaders, private sector actors, and marginalized groups in addressing legislative gaps, enhancing collaboration among local stakeholders in policymaking and implementation, increasing resources, and strengthening their responsiveness to unforeseen events.

The Procurement Specialist will collaborate with the Finance and Operations Manager and technical program staff to lead the preparation of procurement documentation, including solicitation documents, proposal evaluations, and vendor selection for the USAID PIE Activity. The Specialist should be knowledgeable in the Federal Acquisition Regulations (FAR), the Automated Directives System (ADS), and the Code of Federal Regulations (2 CFR 200). This is a full-time position. This position is only open to Armenian citizens.

RESPONSIBILITIES: 

- In collaboration with the Chief of Party, develop procurement plans based on approved work plans and lead the rollout of procurements in procurement pipeline;
- Develop solicitation documents, including RFPs, RFAs, and short-term technical assistance (STTA) terms of reference, in accordance with DI policies and USAID regulations;
- Refine procurement specifications that clearly define procurement needs, working with relevant staff, partners, and stakeholders;
- Draft and submit vendor packages, including contract and grant SOWs and consultant TORs, selection memos, and security vetting documentation, to DI’s Project Management Team and, in collaboration with the PMU (Project Management Unit), closely track procurement until the contract is executed;
- Organize and support technical evaluation committees (TEC), setting standard operating procedures for scoring and evaluation that are clear and understandable to TEC members;
- Maintain DI’s Sharepoint Site for all files relating to awards and acquisition (contracts, grants, and STTA);
- Ensure that the competitive process for all awards and acquisitions (contracts, grants, and STTA) complies with all USAID regulations and DI’s Purchasing Handbook;
- Guide DI staff on applicable USAID regulations and DI policies.

- The Procurement Specialist will report to the Deputy Chief of Party;

REQUIRED QUALIFICATIONS: 

- At least seven years of experience managing awards and acquisitions (contracts, grants, and STTA) for U.S. government-funded projects (USAID preferred);
- Knowledge of the Federal Acquisition Regulations (FAR), the Automated Directives System (ADS), and the Code of Federal Regulations (2 CFR 200);
- Bachelor's degree required. Master's degree preferred;
- Strong professional fluency in English and Armenian is required;
- Advanced skills in Microsoft Office programs required;
- Strong team building and management skills required;
- Strong interpersonal skills (e.g., tact, diplomacy, and patience) in dealing with staff members and broader local government, civil society, and donor community;
- Demonstrated initiative and self-motivation in handling all assigned tasks in fast-paced environments with minimal supervision;
- Demonstrated strong analytical thinking and proactive problem-solving and proven
capacity to work under pressure
