JOB DESCRIPTION: 

USAID/Armenia's Justice Sector Support Project is currently seeking a Project Officer to join the Project and enroll under its thematic Objectives 1 and 4. The candidate will collaborate with a diverse team to support ongoing efforts in justice reform, strengthen the rule of law, and promote human rights within targeted groups of stakeholders. The position necessitates a solid understanding of Armenia’s legal frameworks, judicial/court system, and a commitment to promoting justice and accountability.

The Project Officer will play a crucial role in supporting and implementing the USAID Armenia Justice Sector Support Project's activities. Specifically, Objective 1 aims to increase the efficiency and effectiveness of the judicial system. The USAID-project addresses this by streamlining court and case management procedures in the first instance courts of Armenia and introducing a digitalized solution. Additionally, it provides assistance to GOAM agencies on policy and procedural reforms, supports capacity building of court personnel in court administration and case management, strengthens the uniform application of judicial practice, and promotes the enhancement of the alternative dispute resolution (ADR) mechanism to reduce the courts backlog.

Under Objective 4, and to ensure locally driven reform and collaborative action, the USAID/Armenia Justice Sector Support Project organizes multiple consultations to convene representatives from a variety of justice sector stakeholders with relevant actors in the donor community. By coordinating efforts among donors, the USAID-project avoids duplication, leverages investments, maximizes impact, and ensures lasting systemic change advanced from within the Armenian justice system.

This position reports to the Objective 1 Lead.

RESPONSIBILITIES: 

The Project Officer will be responsible for the following tasks:
- Legal Analysis and Research: Conduct in-depth legal research and analysis to identify gaps and challenges within the justice sector and the Project’s ongoing activities. Stay abreast of relevant national legal developments, international standards, and best practices in court administration, case management, digitalization, and ADR;
- Program Development and Implementation: Contribute to the design and development of the Project activities and initiatives. Work collaboratively with Objective 1&4 Lead to implement and monitor Project activities. Draft SOWs for national and international experts. Provide logistical support to visiting international experts. Support in the development and implementation of training events;
- Stakeholder Engagement: Facilitate consultations and engagement with relevant justice sector actors. Draft agendas, brief JSSP leadership, and coordinate with protocol in advance of stakeholder meetings;
- Monitoring and Evaluation: Support the development and implementation of monitoring and evaluation frameworks. Regularly assess the impact and effectiveness of justice sector interventions and Project’s activities;
- Policy Advocacy: Draft policy briefs related to promoting policy reform and legal change in alignment with project objectives. Support in the preparation of the Project’s assessment reports to communicate key findings and recommendations;
- Reporting: Prepare regular progress bi-weekly reports and contribute to the development of comprehensive project quarterly reports for USAID and other stakeholders. Translate short documents (agendas, bios, official letters) from English to Armenian and vice versa.

REQUIRED QUALIFICATIONS: 

The ideal candidate for the Project Officer position should possess the following qualifications:
- Minimum of 5 years of relevant professional experience: A strong background in the justice sector, rule of law, or related fields is required;
- MA degree: A bachelor's degree in law, international relations, public administration, or a related field is required. A master's degree in one of these fields is preferred;
- Comprehensive understanding: Demonstrated strong understanding of the Armenian legal and judicial systems, ongoing judiciary reforms, international human rights concepts, and legal frameworks;
- Analytical and problem-solving skills: Excellent analytical, research, and problem-solving skills to identify challenges and contribute to effective solutions;
- Communication skills: Effective and professional communication skills in both English and Armenian, coupled with strong interpersonal skills;
- Independence and collaboration: Ability to work independently and collaboratively as part of a diverse cross-functional team;
- Stakeholder engagement: Ability to collaborate effectively with diverse national stakeholders, such as the Ministry of Justice, Justice Academy, Supreme Judicial Council, Constitutional Court. Must be capable of incorporating their input into the working plans and deliverables of the USAID Project;
- International experience: Previous successful cooperation with international development agencies is preferred, and prior experience working on USAID-funded projects is considered an advantage.
