JOB DESCRIPTION: 

The Senior Legal Assistant is a member of the protection team in the Country Office. He/ she reports to the (Associate) Legal Officer.
The Senior Legal Assistant assists the supervisor to prepare legal analysis required for quality, timely and effective protection responses to the needs of populations of concern. Another important function of the position is to contribute to the involvement of the persons of concern with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to support involvement of communities of concern and relevant authorities in continuous cooperation.
The incumbent of the post will support the UNHCR Protection Unit in activities related to strengthening the capacity of the national asylum system and improvement of the relevant legal, procedural, and institutional framework. This may include legal research and analysis in areas of public international law, human rights and refugee law standards, as well as development of guidance notes and capacity building of Government personnel, judges, and lawyers. Any relevant experience will be considered an asset.

RESPONSIBILITIES: 

- Assist in monitoring the emerging legal acts and judicial practice;
- Contribute to legal analysis and review;
- Contribute to the preparation of legal advice and draft position papers;
- Draft correspondence and other documents as requested;
- Cooperate with partner NGOs and other relevant stakeholders as assigned;
- Participate in meetings within UNHCR and with external counterparts at the relevant level;
- Perform other related duties as required.

In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

All UNHCR workforce members must, individually and collectively, contribute towards a working environment where each person feels safe, and empowered to perform their duties. This includes by demonstrating no tolerance for sexual exploitation and abuse, harassment including sexual harassment, sexism, gender inequality, discrimination, and abuse of power.
As individuals and as managers, all must be proactive in preventing and responding to inappropriate conduct, support ongoing dialogue on these matters and speaking up and seeking guidance and support from relevant UNHCR resources when these issues arise.

REQUIRED QUALIFICATIONS: 

- Years of Experience/ Degree Level: For G5 - 2 years of relevant experience with High School Diploma; or 1 year of relevant work experience with Bachelor or equivalent or higher;
- Certificates and/ or Licenses: Post-Sec Training Certificate; Law; Human Rights;
- Language Requirements:
a) For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English;
b) For National Professional jobs: Knowledge of English and UN working language of the duty station if not English and local language;
c) For General Service jobs: Knowledge of English and/ or UN working language of the duty station if not English;
d) Proficiency in Eastern Armenian language.

ABOUT COMPANY: 

The United Nations High Commissioner for Refugees (UNHCR) is a humanitarian and non-political organization mandated by the United Nations to protect refugees and help them find lasting solutions to their problems.
