Open tender for national consultant

DETAIL DESCRIPTION: 

GIZ intends to award a contract to a national consultant to explore the institutional, regulatory, and technical framework of Armenia related to single-point stoves and local household boilers working on solid biomass fuel. In particular the needs should be assessed regarding institutional, regulatory, technical and other capacities for having the concerned locally manufactured heating devices registered/ licensed/certified (as feasible and applicable) by the state. The consultant is expected to carry out needs assessment, identify the existing gaps and capacity needs, formulate recommendations for filling in the gaps and capacities, bring the references from the European countries, which can be used as the best applicable examples to consider. Up to 4 local manufacturers should be supported to get state documentation (registration/ license/ certificate as feasible and applicable) for the products they manufacture. Details are presented in the attached ToR.

CONTEXT.
The “EU4Energy Efficiency and Renewable Energy in Armenian Communities” project is co-funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as a part of the “Management of natural resources and safeguarding of ecosystem services for sustainable rural development in the South Caucasus” (ECOserve) programme. “EU4Energy Efficiency and Renewable Energy. The project contributes to the overall objective of the EU Action, which is to improve energy efficiency and enhance environmental protection and resilience.The objective of the project is that communities and households have better access to energy efficiency and sustainable energy solutions, thereby contributing to the improved energy security of the rural population and the conservation of natural resources.

Your bid, comprising the technical offer (company’s background, relevant experience, CVs of involved experts etc.) and the financial offer (signed document, including the number of working days of each expert) must be clearly marked as such, and submitted as two separate emails.

All documents must be submitted in PDF format. Please do not put any other recipient in copy.
The technical offer must always be separate from the financial offer. Technical and Financial offers should be submitted in Armenian or English.

Financial offer
The proposal package is to be submitted in AMD.
The payment will be done in local currency. Please present offer without VAT. (GIZ works with 0 VAT). Please take this into consideration while preparing your offer. The Tax Identification Number of GIZ is: 02898241.

Evaluation of Offer
GIZ will evaluate the technical and price information in the received bids (see Assessment Grid). After the technical evaluation, only the price offers of bids with more than 500 points will be opened and evaluated. Technical offers below 500 points will be considered as technical not acceptable. The technical offer has a weighting of T: 70%, the price offer F: 30%.

The final result is an overall ranking, headed by the most cost-effective bid. Contract
negotiations will be initiated on the basis of this overall ranking.

OPEN TO/ ELIGIBILITY CRITERIA: 

The envisaged type of agreement with a potential consultant is a service contract for
the implementation of the assignments as per the ToR. Please attached find the Assessment grid and contract general terms.
