Full Time (40 hours per week)JOB DESCRIPTION:
The U.S. Agency for International Development (USAID) is seeking an eligible and qualified candidate for the position of Project Management Specialist, Mission Environmental Officer (MEO) to provide technical and program advice to the Economic Growth Office and to the Mission as MEO and act as a COR/ AOR for energy and water activities. In the capacity of the MEO, the Specialist will ensure that the Mission programs and activities fulfill relevant federal, Agency, and host-government regulations on environmental compliance and provide guidance and support to Bureau and regional environmental initiatives. As the MEO, the Specialist will provide specialized policy, strategic, and technical advice to the Mission and Implementing Partners (IPs), guide development and approves Initial Environmental Examinations and Environmental Assessments for Mission activities and lead environmental sector programming in Armenia.REQUIRED QUALIFICATIONS:
- At least 5 years of progressively responsible, professional-level experience in design of programs, project implementation, and monitoring and evaluation. Experience should include work in areas such as environmental compliance, energy and water management, or other development-related work. This experience must demonstrate the ability to prepare and/ or review environmental scoping statements, environmental impact assessments, and implementing environmental management plans;- Level 4 (advanced professional proficiency) knowledge of English language; level 4 (fluent proficiency – native facility) knowledge of Armenian language, and level 3 (good working knowledge) knowledge of Russian language, both oral and written;
- Foreign Service National Security Certification and medical clearance: The ability to obtain the required foreign national security certification and medical clearances for the position is considered a minimum qualification.
