ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

In government communications, ensuring effective and robust communication structures and protocols is crucial for maintaining transparency, efficiency, and security. By establishing clear communication structures and protocols, GoA can enhance efficiency, transparency, accountability, reliability and trust in its interactions with internal and external stakeholders.
As the CEPA draft assessment report shows, there is a need for a better awareness of reforms for civil servants, civil society, media, and citizens.
The planned GoA communication reforms will need to be explained and shared internally and communication teams of the public bodies must be capacitated on strategic, crisis, and general proactive communication, for maintaining effective, trustworthy, factual, impactful internal and external communication practices. To ensure the development and efficient implementation of communication protocols government agencies often provide training and awareness programs for employees. These programs educate staff about communication policies, procedures, best practices, and the importance of adhering to established protocols.
This mission will enable GoA to develop the "Standard Communication protocol" and revise the new "Communication Structure" and "Standard Communication Protocol" aimed at regulations of the GoA communication flows within the new communication infrastructure. It will also in its follow-up phase allow its users and end users to be acquainted with and trained in its usage.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

- Develop the "Standard Communication protocol";
- Revise and finalise the "Communication Structure" and "Standard Communication Protocol";
- Prepare and design the follow-up training plan;
- Number of training sessions prepared and implemented for GoA representatives as well as media and CSOs.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝

Senior Comm Protocols and Capacity Building Specialist 1
- A Master’s degree in Communication, Journalism, Media, or another field related to the assignment, or, in the absence of it, three years of experience in addition to the general professional experience requirements;
- Fluency in English; knowledge of Armenian and/or Russian would be an asset;
- At least 8, preferably 10, years of general professional experience in communication and public relations, preferably in the public sector;
- At least 5 years of specific experience in communication roles in the government, or as a strategic communication advisor to the government;
- Practical experience in capacity building and transfer of knowledge;
- Experience in strategic communication in Eastern Partnership.

Senior Comm protocols and Capacity Building Specialist 2
- A Master’s degree in Communication, Journalism, Media, or another field related to the assignment, or, in the absence of it, three years of experience in addition to the general professional experience requirements;
- Fluency in English; knowledge of Armenian and/or Russian would be an asset;
- At least 8, preferably 10, years of general professional experience in communication and public relations, preferably in the public sector;
- At least 5 years of specific experience in communication roles in the government, or as a strategic communication advisor to the government;
- Practical experience in capacity building and transfer of knowledge;
- Experience in strategic communication in Eastern Partnership.

Senior Comm Protocols Revision Specialist
- A Master’s degree in Communication, Journalism, Media, or another field related to the assignment, or, in the absence of it, three years of experience in addition to the general professional experience requirements;
- Fluency in English;
- At least 8, preferably 10, years of general professional experience in communication and public relations, preferably in the public sector;
- At least 5 years of specific experience in communication roles in the government, or as a strategic communication advisor to the government;
- At least 3 years of experience in managing government communication departments/ teams;
- Experience in strategic communication in Eastern Partnership, Western Balkans and Eastern European countries.

- Senior Comm Protocols and Capacity Building NKE 2 – 50 WDs
- Senior Comm Protocols Revision NKE – 20 WDs
The precise number of working days will be agreed upon based on the real workload.
