ՄՐՑՈւՅԹԻ ՏԵՍԱԿԸ՝

ՄԱՆՐԱՄԱՍՆ ՆԿԱՐԱԳՐՈւԹՅՈւՆ՝ 

GIZ intends to award contracts to carry out clarification of boundaries and mapping of Hrazdan Forest Enterprise; development of forest management plan for Hrazdan Forest Enterprise and revision of draft forest management plan for Arzakan-Meghradzor State Sanctuary.
These ToRs are for the consultancy services to be provided under a contract between GIZ IBiS (hereinafter the Client) and a Consulting Company (the Consultant).
The objectives of the assignment are:
- Updated mapping information on Hrazdan FE and clarified boundaries, later on to become a part of respective governmental decision on approval of the clarified boundaries;
- Developed draft forest management plan for Hrazdan FE and revised draft forest management plan for Arzakan-Meghradzor State Sanctuary;
- Increased capacities in Hrazdan and Gugarq FEs in the field of forest management plans (FMP).

The specific tasks of the assignment include:
- Prepare digital map layers for Hrazdan FE and processed thematic map layers with related database; clarify the FE boundaries and propose clarified boundaries of the FE;
- Carry out inventory of forests, natural resources, biodiversity and forest carbon of the FE;
- Carry our assessment of socio-economic, cultural framework as well as tourism/recreation potential of Hrazdan FE;
- Carry out consultations with stakeholders;
- Develop draft management plan of Hrazdan FE;
- Train Hrazdan and Gugarq FEs nominated staff in the field of FMPs;

ՊԱՀԱՆՋՆԵՐ՝ 

- The Company (or Consortium of the companies) should have at least 5 years of proven experience in mapping, forest inventory and forest management planning;
- The Consultant should have the key staff as per the requirements below:
a) Team Leader (expert in forest inventory/ mapping/ forest management planning) with relevant advanced university degree and at least 5 years of working experience in forest management;
b) One expert in cartography, cadastre mapping, geodesy and land-use planning with 5 years of working experience in cadastre field mapping;
c) One expert in GIS mapping/ remote sensing with at least 3 years of working experience;
d) One Forest Inventory Specialist with at least 5 years working experience;
e) One Flora Specialist with at least 5 years working experience;
f) One Fauna Specialist with at least 5 years working experience;
g) One Forest Management Planner with at least 8 years of working experience.

ԴԻՄԵԼՈւ ԿԱՐԳԸ՝ 

If you are interested in performing this work, please submit a bid in accordance with the GIZ bidding conditions by the deadline (date of receipt at GIZ) to the reception of the GIZ Armenia Country office at 4/1 Baghramyan str., Yerevan, RA.
The bid, comprising the technical offer and the price offer, must be clearly marked as such and submitted as a package containing two envelopes. The price offer must always be separate from the technical offer and placed in a separate envelope.
The application package should include:
- Company profile with description of proven records and experience in the area of required expertise. Prior relevant experience with international projects will be an asset;
- The certificate of state registration and respective state licenses (land-use planning, cadaster mapping, geodesy, etc.);
- CVs of the key professional staff. The involvement of regional and international experts is an asset;
- The financial offer according to the required template (attached). The proposed budget should be exclusive of VAT. The formal VAT exemption will be provided to the contractor by GIZ;
- The technical offer with description of approach, methodology and work plan to carry out the assignment. The Applicant is encouraged not to repeat the ToRs, but to provide comments/ suggestions on the ToRs and details on the assignment implementation. It can include constructive points showing the suitability of the proposed approach and methodology to the ToRs. The description of approach, methodology and work plan must include the tasks and deliverables as indicated in the ToRs sections above.
