ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

Médecins du Monde (MdM) Armenia is looking for a Field Coordinator. The Field Coordinator is responsible for the overall management and proper implementation of the program developed in Armenia. This includes drafting project proposals, including budget monitoring of activities, coordination with other NGOs and government bodies. The Field Coordinator is also responsible for the follow up of the project and proposes evolution if necessary, in line with internal and external changes and constraints, the strategy, objectives and action plans of MdM activities. He/ she ensures close collaboration between the field team and the coordination team based in Tbilissi. The Field Coordinator represents MdM at necessary levels in the country (partners, authorities, other stakeholders) when necessary for the project implementation, and when required. He/ she assesses continuously the humanitarian and security situation in the field and timely inform the general coordinator; ensures team security and safety and compliance with security regulations for the staff under her/ his own responsibility. The Field Coordinator respects MdM’s procedures and policies (in logistics, human resources management, administrative and financial management, and security) and is responsible for their implementation in the field.

Working Relationship:
Hierarchical link: Regional Coordinator for South-Caucasus.
Team management: Supervision of the Field Admin/ Log Officer and of the Emergency Program Coordinator based in Yerevan.
Other: Close collaboration and technical support with/ from the Coordination team in Tbilisi.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

Context Follow up and Security
- Follow up contextual development and update for the monthly reporting;
- Develop a strong networking to be able to monitor the situation and changes of context;
- Contribute to control and monitor the security context of the intervention zone;
- Proactively monitor the political and security situation and update the Regional Coordinator and the Admin/ Log accordingly;
- Participate in the update of security guidelines as per MdM templates;
- Ensure appropriate security guidelines implemented in the field level, reviewed and updated when requested;
- Ensure timely and accurate security/ incident reports are sent to Regional Coordinator and Admin/ log.

Program Management
- Contribute to the development/ implementation/ monitoring /adaptation of the programme strategy;
- Ensure smooth implementation of the program and its follow-up in its different aspects, including the advocacy component;
- Ensure coordination, monitoring and integration of the activities defined in the logical framework and with the different actors and team members involved;
- Elaborate and monitor the logical frameworks together with the Medical Coordinator;
- Participate in project and strategy planning meetings and provide inputs;
- Maintain the map of project activities and update it accordingly;
- Ensure the consistency of MdM program according to the needs, to MdM’s mandate, values and internal rules, to national regulation and to international standards;
- Prepare situation analyses on Harm Reduction (HR) prevention and care in Armenia, inform and support MdM program and development and update with the latest information about HIV/HCV-related policies, laws and regulations;
- Closely work with the field partners to ensure the proper implementation and follow up of harm reduction policy and practices;
- Propose the development of any activity according to the needs and priorities of MdM.

Partnership
- Contribute to the identification of local CSOs and possible collaborations with MdM;
- Based on common needs assessment, define with the partners identified the support to be provided by MdM (support on medical topics, monitoring, logistic, administrative issues, etc.);
- Define the framework of this collaboration (through MOUs with partners based on MdM template) and maintain/ update those MoUs according to the development of the projects;
- Directly support the partners or mobilize other supports from members of the team or HQ;
- Support the partners to ensure compliance of donors’ or MdM’s procedures and quality programming;
- Monitor the good implementation of the project by the partner;
- Ensure good collaboration with the partners and organize regular meetings on the project and the collaboration itself;
- Report any issues related to partner's activities and update follow-up tools regularly.

Team Management
- Contribute to propose a relevant local Human Resources set up for the program and needed adaptation if any;
- Contribute to the recruitment and training of new staff members;
- According to the needs and resources, recruit and manage a team to implement new activities;
- Ensure a good communication and information between the MdM team members and the partners’ teams through regular coordination and bilateral meetings;
- Identify technical gaps and lead in the capacity building plan for partner and MdM team.

Finance/ Log / Admin Supervision
- Participate to the budgetary construction together with the coordination team and ensure adequacy to local market and planned activities;
- Closely monitor and supervise budget follow-up and share information with the regional coordination;
- Ensure all projects are compliant with donors and MdM purchase procedures;
- Ensure all the activities and spending are in line with the Armenian legislation;
- Monitor expenditure and budget compliance on a regular basis, report any concerns to the coordination;
- Review and confirmation of monthly spending report, fund request, national tax service reporting;
- Responsible for a regular follow-up of funds transfers, procurement, financial and activity reporting of partner;
- Organize and implement logistical monitoring (purchasing and technical), with the admin-log officer;
- Ensure appropriate administrative, financial and logistical MdM systems/ procedures are in place and maintained.

Reporting
- Provide a monthly situation report (SITREP) to Regional Coordinator and any other report requested by regional coordinator by providing relevant data related to your position and to your team activities;
- Ensure completeness of monthly data and filled Monitool in collaboration with the Medical Coordinator;
- Contribute to the production of internal and external proposals and reporting towards donors, UN coordination system and authorities (often first contributor);
- Provide the regional coordinator with a mission report and/ or handover document at the end of the contract.

Representation
- Represent MdM at country level;
- Participate to meetings according to the needs and relevant to MdM’s presence in the country, and report to the coordinator;
- Liaise with MdM operational partners at national level (INGOs, NGOs, Authorities).

Note: The list of tasks is not exhaustive and may be changed to reflect developments and specific needs.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝ 

- Master’s degree in Project Management, International Politics, Public Health or related fields;
- At least 2 years of previous experience in project coordination in health, development and/ or another relevant sector: project planning, budget holding, proposal and report writing;
- Experience in the harm reduction field and/ or issues related to community health (KAPs-Key affected population such as PWIDs);
- Experience of working with local partners and communities; technical support, capacity building, advocacy and/ or community mobilization experience is an asset;
- Experience of working with multiple stakeholders in civil society and the government at different levels;
- Experience in representation and negotiation with partners on development programs;
- Strong understanding of the principles of NGO support, particularly around public health promotion;
- Strong leadership skills and a supportive management style;
- Ability to take initiative, anticipate and adapt, work in an autonomous way and foster a team environment;
- Ability to classify and manage priorities;
- Excellent analytical and problem-solving skills;
- Strong communication, reporting and organisational skills;
- Strong interpersonal skills;
- Good sense of diplomacy, negotiation and networking skills;
- IT skills: Windows Office package;
- Fluent knowledge of spoken and written Armenian and English languages; knowledge of Russian language (minimum spoken); knowledge of French language is an asset.

ԼՐԱՑՈՒՑԻՉ ՏԵՂԵԿՈՒԹՅՈՒՆՆԵՐ՝ 

- Type of contract: Fixed Term Contract according to the national labor law of Armenia.
- The position is based in Yerevan, and frequent trips in Armenia according to the needs of the mission are foreseen. Travels to Georgia (coordination office) are also possible.

ԿԱԶՄԱԿԵՐՊՈւԹՅԱՆ ՄԱՍԻՆ՝ 

Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations the world over, including France for more than 30 years. MDM also aims at campaigning to highlight obstacles that exist in accessing health care targeting improvements in health-for-all policies. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced people, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts. MdM France’s mission in Armenia is under the supervision of the regional coordination based in Tbilisi. MdM France has been working in Georgia since 2004 and in Armenia since 2019. A long-term project related to Harm reduction towards People Who Inject Drugs (PWIDs) with a focus on HIV and Hepatitis C was finally launched in 2021. The implementation of this program was delayed due to COVID-19 and the impact of the conflict in Nagorno-Karabakh. Following this conflict, MdM France decided to open an emergency project in response to the needs of the people newly arrived in Armenia, by supporting local civil society actors. This program is supposed to end in October 2021.
