Request for Application (RFA)

ՄԱՆՐԱՄԱՍՆ ՆԿԱՐԱԳՐՈւԹՅՈւՆ՝ 

USAID/ Armenia Justice Sector Support Project (JSSP) is seeking applications from qualified applicants for a funding opportunity to conduct a Household Survey (hereinafter referred as Survey) on public perceptions on the justice system in the Republic of Armenia in general and, more specifically, on the legal education, alternative dispute resolution (ADR) and administrative arrangements in the judiciary. The public perception survey, among other things, will measure:
- Perception of the respondents of judicial institutions via a Likert scale;
- Perception of court users on judicial performance and administrative processes in the courts;
- Perception of law students/graduates of law schools on the practical approaches of legal education;
- Perception of businesses, court users and other interested parties on ADR.

The purpose of the Survey is to enable JSSP to set targets for goal-level indicators. Sample size and coverage will be determined in consultation with the research company (hereinafter referred as Grantee) and USAID during design of Survey. The methodology should include the geographical coverage of surveys in the territory of the Republic of Armenia: Yerevan city and all marzes, the corresponding age groups of respondents, gender, education, directions of employment and income, relevant profession including law students’ level, users of the courts etc.

The Grantee should propose a methodology that meets the following parameters:
- Sampling frames: The Grantee will need to create the sampling frame. It is expected to be a statistically significant sample-based survey with a representative sample of citizens 18 and over of all ten marzes and Yerevan, and should be administered in-person, if feasible;
- Sample design: The JSSP needs to have a minimally acceptable level of statistical significance for gender and for urban/rural disaggregation in each marz. The JSSP views a 95% confidence level with +/- 5% confidence interval as minimally acceptable;
- Survey design: The Grantee in close consultation with the JSSP will design the survey instrument, but this will not be finalized until the Grantee has tested it and adapted accordingly. All the necessary changes in the questionnaire should be properly recorded and reported to JSSP in writing;
- Data collection method: The JSSP assumes that this survey will be an in-person enumeration, if feasible. The Grantee should suggest and reason the choice if a mix of CATI and in-person enumeration is preferred for the current task. Each completed response should include appropriate geotags and time stamps as observation variables. The Grantee must present in detail all the components of the field work to be carried out.

Responsibilities of the Grantee:
- Choosing a hypothesis and measurable indicators (within three weeks of award);
- Developing an implementation strategy based on the study of the local context in Yerevan and in the regions (within three weeks of award);
- Design the survey methodology (within three weeks of award);
- Design the questionnaire, test the methodology and the questionnaire (within three weeks of survey methodology design);
- Prepare staff training curriculum, conduct the required trainings of the personnel engaged at the different states of the assignment;
- Ensure proper data collection (within three weeks of pilot questionnaire and methodology approval);
- Analyze the results obtained through the survey (within three weeks of data collection);
- Prepare a report on the basis of the analyzed data (within two weeks of analysis);
- Present the results during a briefing (preferably end of July);
- Submit the final report (preferably end of July).

Deliverables of the Grantee:
- Survey methodology;
- Survey questionnaire in English and Armenian languages;
- Raw data;
- Final report, including data analysis and cross tabulations in English and Armenian languages;
- Briefing presentation and other related documents;
- Other deliverables that might be requested by JSSP.

An award will be made to the applicant whose application best meets the objectives of this funding opportunity and the selection criteria contained in Annex 1.

Any eligible organization is encouraged to read this funding opportunity thoroughly to understand the type of program sought, application submission requirements and evaluation process. The applicant should make sure its staffing complies with the minimum staffing requirements specified in Annex 2.

The review and evaluation procedures are specified in Annex 3.

To be eligible for award, the applicant must provide all information as required in this RFA and meet eligibility standards specified in Annex 1 of this RFA. It is the applicant’s responsibility to ensure that the entire RFA has been received from the internet in its entirety and JSSP bears no responsibility for data errors resulting from transmission process.

Issuance of this RFA does not constitute an award commitment on the part of JSSP nor does it commit the JSSP to pay for any costs incurred in preparation or submission of comments/ suggestions or an application. The application is submitted at the risk of the applicant. All preparation and submission costs are at the applicant’s expense. The anticipated range of the ultimate grant award is between $15,000 - $25,000.

The application must be submitted electronically to: ***********@***********.*** (see Annex 5 for the Application Form) no later than 25 April 2023, 10am Yerevan time. JSSP reserves the right to organize an informative conference workshop prior to the delivery of the application, if deemed necessary, to allow the eligible applicant to ask questions about the RFA and receive directions on how to fill out the application (see Annex 6 for Frequently Asked Questions).
Any questions concerning this RFA should be submitted in writing to: ***********@***********.*** no later than 10 April 2023, 5pm Yerevan time. Responses to questions received prior to the deadline will be furnished through an amendment to this notice via e-mail. Phone calls are prohibited.
Applications submitted after the deadline will not be considered.
