ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

IFES is seeking experienced and motivated professionals in its Yerevan-based office to implement program assistance activities by providing legal and programmatic support to Armenian counterparts. Specifically, IFES is seeking a Legal Consultant to support the Corruption Prevention Commission (CPC) in building the capacity of its political finance unit (PFU) and in developing/ improving the required legal framework.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

The Legal Consultant will be accountable for taking the day-to-day legal responsibilities and providing legal advice that includes, but not limited to, all the aspects of the analysis, investigation and drafting process as listed:
- Review political party law and related legislation and, upon request, draft amendments;
- Work actively with the CPC leadership, IFES team and international consultants on operationalizing the PFU, including drafting legislative and/or other legal acts, as necessary;
- Review party leadership income declaration mechanisms (including interactions between CPC and State Registry) and propose legislative and/or regulatory amendments;
- Consult with relevant stakeholders, including political parties, lawmakers and public officials on developing respective legislation as well as political finance reporting tools;
- Take a lead role during discussions with stakeholders; and take responsibility for adequate reporting and maintenance of legal records;
- Report regularly on activities to the CPC leadership and IFES Country Director;
- Perform other duties, as assigned by IFES Country and/or Senior Political Finance/ Legal Officer;
- The Legal Consultant should keep himself/ herself updated with evolving Armenian legislation.

SKILLS AND SPECIFICATIONS
- Remains highly organized while handling multiple tasks under tight deadlines;
- Completes tasks with limited supervision;
- Possesses excellent knowledge of the legal framework, including electoral, anti-corruption and administrative laws;
- Understanding of donor rules and regulations regarding reporting and compliance;
- Excellent communication skills in order to be able to work with recipient institution and IFEs team;
- Willingness to adhere to all principles of confidentiality;
- Must value operating in a collaborative and cooperative environment;
- Shows initiative, good judgment, and resourcefulness;
- Handles sensitive issues and address inclusion matters with integrity;
- Adheres to IFES rules on prohibition of all forms of harassment, including sexual harassment.

EDUCATION AND QUALIFICATIONS
- At least a bachelor's degree from an accredited college or university in law; master's degree in law related field preferable;
- Proven experience reviewing and/or drafting legislation and regulatory acts;
- Proven experience working with international organizations, including but not limited to experience working on donor-funded programs (USAID and/or FCDO);
- Excellent analytical and drafting skills;
- Strong interpersonal and communication skills;
- Excellent team player with the ability to prioritize work;
- Proficiency in Word, Powerpoint, Outlook and Excel.

LANGUAGE SKILLS
- Excellent written and spoken skills in Armenian and English are required, other languages including Russian would be an asset.

IFES partners with a variety of state and independent Armenian actors such as the Central Electoral Commission (CEC), the Corruption Prevention Commission (CPC), the Ministry of Justice, the Ministry of Education, Science, Culture and Sport, the National Assembly, political parties, civil society organizations (CSOs), and organizations for persons with disabilities (OPDs).
