ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

The National Consultant will work under the overall responsibility of the Regional Representative, the direct supervision of the FAO Representative in the concerned country, and the technical guidance of the Lead Technical Officer and in close consultation with technical experts in the regional and country offices.

Technical Focus: Compilation of a baseline study on EWS, AS and DRR/M in the agriculture sector in Armenia: the Regional Office for REU is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to REU regional priorities. REU also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. REU develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region. Under Regional Initiative 3 on "Sustainable Natural Resources management in a Changing Climate", REU is carrying out baseline studies on Early Warning Systems (EWS), Agrometeorology Services (AS), and Disaster Risk Reduction and Management (DRR/M) in selected countries. Each country study will review the current status of the EWS, AS and DRR/M and assess the gaps and needs to improve the EWS, AS and DRR/M. The results of the country studies will be used as technical background reports for capacity development initiatives and for a regional consultation which are scheduled in 2019.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

- Support in, and contribute to the finalization of a detailed questionnaire that will be used to collect information related to the tasks under points 2), 3), 4) and 5) below;
- Review the existing national policies, national economic and investment plans, legislation and institutional frameworks related to EWS, AS and DRR/M, with specific focus on the agricultural sector; highlight the most urgent issues for attention of policy makers, including summary of the gaps, challenges and opportunities in the country;
- Carry out a mapping of the administrations, institutes, advisory services, entities and existing systems related to EWS, AS and DRR/M in the agricultural sector, at national and sub-national level; map existing coordination and information sharing mechanisms and linkages among relevant entities; highlight strengths and weaknesses and make recommendations for improvement;
- Conduct an analysis of the existing capacities in the Ministry of Agriculture and other ministries, institutes and decentralized administrations relevant for the agricultural sector working on EWS, AS and DRR/M; make recommendations on capacity development needs;
- Map existing and recent programmes and projects related to EWS, AS and DRR/M in the agricultural sector, implemented by the government, NGOs, international organizations and private sector;
- Draft the report of the country study, amend it and finalize it in line with the comments received;
- Perform other job-related duties as required.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝ 

- Advanced university degree in Agriculture, Natural Resource Management, Economics or other relevant fields in the area of work of the Organization;
- At least 5 years of relevant experience in conducting studies in the field of agriculture and rural development;
- Working knowledge of English and Armenian languages.

Technical Skills:
- Extent of relevant experience in conducting studies in the field of agriculture;
- Familiarity with baseline studies on climate change, agricultural economics, and food security and nutrition in the country;
- Knowledge of disaster risk reduction and early warning systems in agriculture will be an additional value;
- Ability to analyse national policies and make recommendations.
