ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

Developing civil service position passports for the staff members of the Constitutional Court (CC) of the Republic of Armenia involves a specialized and nuanced approach, given the unique and critical role this judiciary institution plays in upholding a nation's legal and constitutional framework. The national legal consultant on court administration—with support from a human resources expert—will draft position passports for all CC staff, with the expectation that these will be replicable in other courts.
This position reports to the Deputy Chief of Party. The designated Activity Lead will serve as primary point of contact.
The proposed level of effort for this assignment is up to 70 days. The authorized work week is five days per week and eight hours per day. The estimated period of assignment is from May 1, 2024, to September 15, 2024. The place of performance is Yerevan, Armenia (at the JSSP Office and/or at the Constitutional Court) and the remainder of the time will be spent remotely.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

In furtherance of this assignment, the Consultant will:
- Review and analyze laws, working formats, statutes, and other pieces of legislation relevant to the operation of the Staff of the Constitutional Court, identifying requirements and standards that affect staff functions;
- Engage (through oral interviews and written communication) with CC’s Chief of Staff, legal advisors, and administrative staff to gather insights and validate the accuracy and relevance of the position passports to-be-developed;
- Lead the drafting and design process for position passports for all CC staff, creating comprehensive descriptions for each role, including job title, purpose, main duties, and responsibilities, reporting lines, and decision-making authority, qualifications, as well as any other requirement under the Civil Service Law of the Republic of Armenia;
- Incorporate feedback from consultations and reviews by the HR expert, making necessary adjustments to ensure the position passports fully meet the Court's needs;
- Conduct a thorough legal review of the developed position passports to ensure compliance with relevant laws (including the Civil Service Law);
- Develop presentation and other event/conference materials.

DELIVERABLES
Specific deliverables are outlined below. These are subjects to be amended by USAID and/or the JSSP team during the assignment.
- Finalized draft position passports for all staff members of the Constitutional Court
- Summary report on the consultations with the Constitutional Court officials
- Presentation and other materials developed for the showcase event/ conference where the results of the fielding will be presented to other national stakeholders (jointly with HR expert).

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝ 

- Level 3 English (good working knowledge) and native fluency in Armenian;
- Master’s degree in law, public administration, governance, or a related field;
- Experience drafting position passports (required) for a court or Armenian governmental agency (preferred);
- Expert knowledge of court administration and procedures relative to staff hiring, management, promotion, and termination;
- Familiarity with the structure and functioning of the Armenian judiciary;
- General knowledge of the Civil Service Law, labor laws, regulations, and compliance requirements existing in Armenia;
- Collaborative and proactive approach to working with cross-functional team in combination with strong analytical and communication skills;
- Ability to collaborate effectively with diverse national stakeholders (such as the Constitutional Court or Civil Service Office) and incorporate their input in the working plans and deliverables;
- Previous track of successful cooperation with international development agencies (preferred).

ԾՐԱԳՐԻ ՄԱՍԻՆ՝ 

The USAID Project on Justice Sector Support in Armenia (JSSP) supports the Government of Armenia to establish a fair and equitable justice system and increase public confidence in the rule of law. JSSP works with multiple justice sector institutions to: (1) establish effective and efficient court administration and case management systems; (2) support self-regulatory institutional capacity development for judicial institutions; (3) improve legal and professional education; and (4) facilitate implementation of justice sector reform through collaborative action.

Project activities advance the functional independence and effectiveness of the judicial branch by strengthening the efficiency and capacity of courts, relevant self-regulatory agencies, and educational institutions, as well as by facilitating multi-stakeholder oversight of the implementation of justice sector reforms. Under Objective 1, JSSP aims to increase the efficiency and effectiveness of the judicial system by streamlining court and case management procedures at the Armenian and introducing digitalization solutions. To this end, the Project is working to improve the professional skills and capacities of court personnel. Considering the Constitutional Court (CC) as a model court, JSSP is particularly focused on interventions that will result in replicable solutions. 

JSSP’s Assessment Report on Court Administration and Enhancing Business Processes in the Constitutional Court in Armenia revealed that the CC, like all courts in Armenia, lacked standardized job descriptions for its staff. Standardizing job descriptions will: more clearly define staff roles and responsibilities; promote a clear working structure; improve internal communications; enhance objectivity in hiring, promotion, and termination decisions; and improve management’s ability to monitor/balance workloads and improve decisions/work quality. The absence of position passports /job descriptions not only creates challenges for a uniform selection and appointment process, but it also hinders the development of a proper performance evaluation mechanism for CC staff. Accordingly, and in close coordination with CC leadership, JSSP will engage national and international experts to develop draft job descriptions for CC staff. The USAID-project will also sponsor one or more moderated workshops with designated CC members and staff to apprise them of drafting efforts and solicit their input and feedback.
