ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

Chemonics International, Inc., a U.S.-based international development consulting firm, seeks a Procurement Manager for the Armenia Resilience Indefinite Delivery, Indefinite Quantity (IDIQ) contract, including all Tasks Orders (TOs) to be issued thereunder. The IDIQ’s first TO has been awarded and will be the five-year USAID Armenia Food Security Activity. The Food Security TO will support the Armenian government to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. Specifically, the Activity will seek to achieve the following three objectives: 1) improved agriculture sector knowledge management; 2) increased production of staple crops for domestic consumption; and 3) increase cross-cutting innovation. Future TOs are expected to cover additional sectors such as Disaster Risk Reduction and Management, Natural Resources Management, and other areas to be determined by USAID.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

The Procurement Manager will:
- The Procurement Manager will respond in a timely manner to procurement requests, in coordination with the Finance and Operations Team, to oversee procurements conducted in accordance with Chemonics procurement policies and USAID FAR and AIDAR regulations in support of operations and technical activities under all TOs;
- Review purchase action requests, clarify specifications with the requester to fully understand procurement needs;
- Liaise with technical staff and external partners to develop and revise scopes of work for technical and operational subcontracts;
- Determine the appropriate procurement mechanism (Purchase Orders, Blanket Purchase Agreements, Indefinite Quantity Contract, etc.) for the project to use for specific contracts;
- Organize and chair technical evaluation committees for large or complex procurement processes;
- Ensure that the appropriate process and Chemonics Quality Management System templates are used and that all necessary reviews take place;
- Ensure that all applicable guidelines are followed and that all required waivers and documentation are in place;
- Ensure that procurement orders are actively managed, coordinate the follow-up of delivery dates of open purchase orders, and ensure that the procurement tracker is continuously updated;
- Identify issues with day-to-day procurement processes and proactively resolve and/or communicate the issues to management;
- Maintain auditable records for the procurement files and make sure that procurement files are completed and uploaded within the requested timeframe on SharePoint;
- Perform procurement duties transparently and ethically;
- Coordinate the collection and control of the accuracy of proof of delivery documents;
- Conduct a thorough review of all procurement packages to ensure completion before submission;
- Manage procurement and logistics related to training events or workshops, to include conference booking. In coordination with the administration team, develop policies and procedures related to hosting training events;
- Promptly report any perceived or actual ethical concerns that may arise during the course of duty;
- Perform other procurement duties as identified by the Finance and Operations Director.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝ 

- Bachelor’s degree in procurement and supplies, business administration, public administration, or related field. Master’s degree preferred;
- Eight years of experience of procurement and supplies, public administration, business administration or related field; experience working on donor-funded projects and particularly USAID projects is highly desirable;
- Ability to exercise confidentiality and high levels of ethics and professionalism required;
- Knowledge of USG rules and regulations;
- Experience supporting procurement processes for logistics related subcontracts;
- Knowledge of various contracting mechanisms, amongst others: firm fixed price subcontracts, cost-reimbursable subcontracts, and blanket purchase agreements;
- Excellent interpersonal and communication skills;
- Demonstrated leadership, versatility, and integrity;
- Proficiency in written and oral English is required.
