Labour Contract – full time

ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

Currently, Action Against Hunger South Caucasus has an opening for a full-time Project Officer position in its Yerevan office in Armenia to oversee a shelter/ social housing rehabilitation project, liaising with NGOs, community, provincial and state authorities for shelter identification and ensuring the smooth implementation of all construction/ rehabilitation activities.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝

Project Oversight
- Oversee the design and implementation of the project activities;
- Plan the identification of private accommodation and collective shelters requiring rehabilitation and refurbishment;
- Organize assessment visits of engineers and social workers to private accommodation and collective shelters to conduct technical and social assessments;
- Ensure that the technical and social assessment documentation prepared by the engineers and social workers is of high quality;
- Oversee and support the process of developing tendering documentation;
- Together with the engineers, oversee the delivery of high-quality construction and rehabilitation work;
- Conduct mapping and analysis of organizations implementing shelter rehabilitation interventions;
- Ensure close cooperation with identified organizations to avoid duplication and maximize impact;
- Ensure all activities are effectively delivered according to the project plan and timeframe;
- Ensure strong coordination with all key stakeholders;
- Cooperate with other project teams of Action Against Hunger to create synergies and harmonization;
- Support the design of the monitoring and evaluation system for all activities in consultation with the M&E Manager;
- Submit monthly Activity Progress Reports and project Interim and Final Reports to the Action Against Hunger Coordination team, for submission to the project donor.

Staff Management
- Establish and oversee the project team and engineers in coordination with the Head of Base and Technical Coordinator;
- Support the training of the project team and ensure that they are well briefed and prepared for the delivery of activities;
- Ensure that staff responsibilities are clearly defined and understood, with performance objectives set against work plans and regularly monitored;
- Oversee the work of the project team and provide feedback and support for more effective delivery.

Financial Management
- Oversee the financial resources of the project and monitor cash flows and expenditures;
- Ensure optimal use of project funds, according to the budget lines of the planned project activities;
- Ensure adherence and compliance to Action Against Hunger and donor’s financial and procurement guidelines;
- Support the Finance and Administration Coordinator in the preparation of projections and financial reports.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝ 

- University degree;
- A Technical diploma/ degree in the field of engineering, infrastructure development or construction is a considerable advantage;
- A minimum of 3 years experience in project management and oversight (preferably with an NGO);
- Experience in infrastructure development and rehabilitation/ quick fix a distinct advantage;
- Ability to organize, support and motivate the project team;
- Experience of networking and cooperating with national and provincial level state actors and stakeholders;
- Hands-on experience in building and maintaining effective and mutually beneficial relations and partnerships with communities and state agencies as well as CSOs;
- Excellent diplomatic, communication and negotiation skills;
- Good human relations, organizational and facilitation skills;
- Proposal and report writing skills;
- Experience of working in culturally diverse environments;
- Fluency in the Armenian language;
- Proficiency in the English language;
- The Russian language is considered as an asset;
- Computer skills including proficient knowledge of Microsoft Office programs (Word, Excel etc.);
- Flexible with respect to working hours and regular traveling to the program locations and performing fieldwork;
- Team player with a sense of professionalism and loyalty to the organization;
- Commitment towards gender equality issues.
