ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

Research and Evaluation Officer, under guidance of Monitoring and Evaluation Specialist (Child Rights Monitoring) is accountable for the accomplishment of the stated key end results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of reports, communication and partnership, and in implementing training programmes for national and sub-national data collection, monitoring, evaluation and research capacity building with special attention to the interest, concern and participation of primary stakeholders.

The Research and Evaluation Officer will dedicate part of her/his time to supporting
implementation of activities related to the strengthening of the administrative data systems and monitoring and evaluation capacities in the education sector as part of the UNICEF - led project on technical assistance to the Ministry of Education, Science, Culture and Sports for EU - budget support to education sector, as well as in the social protection sector as part of the UNICEF - led activities of the EU - funded UN joint programme.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

Integrated Monitoring, Evaluation & Research Planning (IMERP)
Provide technical support to ensure that the Country Office and national partners use a well-prioritized and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme and national strategic documents on children, including tracking and assessing UNICEF’s distinct contribution.

Situation Monitoring and Assessment
Provide technical support to ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

Evaluation and research
Provide technical support to ensure that a well-prioritised and strategic selection of evaluations, research and studies at programme or Country Office strategy level is managed in order that each evaluation, research, and study is designed and carried out with quality process and products, and that evaluation, research and study results are useful to the intended audience.

M&E (Administrative Data) System and Capacity Building
Provide technical support to ensure that the monitoring and evaluation systems, administrative data systems and respective capacities of national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes with focus on education and social protection sectors.

Communication and Partnerships
Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝ 

To qualify as an advocate for every child you will have:
Education:
- University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.

Work Experience:
- Professional work experience in research, studies, and evaluation activities;
- One year of relevant professional work experience;
- Fieldwork experience is desired;
- Relevant experience in a UN system agency or organization is considered an asset;
- Familiarity with emergency, at least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

Languages:
- Fluency in Armenian and English is required. Knowledge of another official UN language, such as Russian, is an asset.
