ԱՇԽԱՏԱՆՔԻ ՆԿԱՐԱԳԻՐ՝ 

Chemonics International seeks a Strategic Communications Director for the five-year U.S. Agency for International Development (USAID)-funded Armenia Strategic Communications Support Activity. The Activity will support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. Specifically, the Activity will support GOAM in the following three main focus areas: 1) enable the institutional set-up and talent management of the public sector’s streamlined strategic communications; 2) ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications; and 3) foster citizen-centered strategic communications and public outreach.

The Strategic Communications Director will work as a part of the Component 3 team to design and implement citizen-centered strategic communications approaches and campaigns with government counterparts. The Strategic Communications Director will also develop innovative communications platforms and mechanisms for improved two-way communications with the public. Additionally, the Strategic Communications Director will manage a team of two specialists: the Digital Media and Innovations Specialist and the Civil Society Engagement Specialist.

ՊԱՐՏԱԿԱՆՈւԹՅՈւՆՆԵՐ՝ 

- Lead Component 3 team, mapping and assessing the GOAM’s public outreach platforms and mechanisms and support government counterparts to update, optimize, design, and implement effective two-way communications platforms, mechanisms, and feedback loops;
- Oversee the design and implementation of effective, tailored, and adaptable citizen-centered communications campaigns with government counterparts;
- Build government communications staff capacity to design effective, targeted, and data-driven messaging and incorporate citizens’ feedback for improved strategic communications and public policy;
- Design innovative practices and approaches related to communications campaigns, digital amplification, public outreach, citizen engagement, and other relevant tracks;
- Liaise with government counterparts and private sector to co-design communications campaigns around timely, relevant, and critical reforms;
- Establish strong and positive partnerships with CSOs, media outlets, the private sector, and civic actors at both national and local level to support strategic communications and amplification efforts;
- Closely and consistently collaborate and coordinate with the DCOP, Components 1, 2, and CLA teams;
- Supervise the Digital Media and Innovations Specialist and Civil Society Engagement Specialist;
- Perform other duties as required or assigned.

ԱՆՀՐԱԺԵՇՏ ՈՐԱԿԱՎՈՐՈՒՄՆԵՐ՝ 

- Bachelor’s degree in a relevant field such as communications, marketing, public relations, new media, business, or other related field required; master’s degree preferred;
- At least six to eight (6-8) years of experience in strategic communications, digital media, communications, public relations, or a related field required; experience in a donor-funded strategic communications project/program supporting Armenian state institutions preferred;
- Demonstrated experience managing strategic communications and public awareness campaigns for government, CSOs, and the private sector;
- Previous experience designing and implementing two-way communications mechanisms and citizen-centered communications campaigns;
- Experience working with government counterparts at both national and local level;
- Demonstrated ability to effectively engage a wide range of stakeholders including national and local state institutions, CSOs, media, the private sector, civic actors, and other stakeholders;
- Demonstrated professional excellence and strong analytical skills and ability to successfully and effectively lead and manage challenging and complex problems;
- Willingness to pro-actively propose and implement modern and innovative approaches, practices, and mechanisms pertaining to strategic communications, campaigning, digital amplification, and other related tracks;
- Previous USAID or other related donor experience required; knowledge of USAID rules and regulations preferred;
- Proven experience managing and supervising teams and individuals;   
- Demonstrated ability to fully and effectively communicate in English, both oral and written, is required.
