ОПИСАНИЕ ДОЛЖНОСТИ: 

GIz is looking for an Administrative Professional for Procurement and Service Contracts in the Country Office. The procurement professional is responsible for a) purchasing materials and equipment for the GIZ office and GIZ-assisted projects/ programmes in accordance with GIZ rules and conditions; b) drawing up appraiser contracts with individuals; c) settlement of business travel costs; d) complete file keeping in all fields of his/ her responsibilities in accordance with GIZ regulations. Tasks in replacement include a) purchasing of consulting services; b) drawing up consulting contracts with companies and financing agreements as well as local subsidies inline with the regulations of GIZ as well as respective donor organizations (e.g. EU).

ОБЯЗАННОСТИ: 

Purchasing, Procurement of Materials and Appraiser Services:
- Procure materials and equipment locally, monitor markets, issue invitations to tender and process orders in accordance with GIZ regulations, if necessary with agreement with GIZ Head Office;
- Enter and maintain data relevant for procurement and tenders in ProSoft;
- Accept goods and ensure that the receipt is documented and goods received checked appropriately;
- Enter purchase requisitions and confirmation of receipt of goods through ‘Beschaffung Online’ for procurement through Head Office;
- Process complaints;
- Check goods invoices, goods inwards receipts and other (delivery) papers and payment instruction;
- Arrange for the safe transfer of goods to their destination;
- Notify projects and programmes of delivery location and time;
- Process cases of damage in transport;
- Document and file properly completed orders;
- Draw up appraiser contracts with individuals using the program CoSoft;
- Draw up appraiser contracts with individuals ordered by other GIZ Offices as well as by GIZ Head Office, follow up their implementation.

Tasks in Replacement
Procurement of Consulting Services
- Procure consulting services locally, monitor markets, issue invitations to tender and process orders in accordance with GIZ regulations, if necessary in agreement with GIZ Head Office;
- Enter and maintain data relevant for orders and tenders in CoSoft;
- Draw up agreements for financing and local subsidies in accordance with GIZ rules using the software CoSoft;
- Draw up other contracts in frame of combifinancing (e.g. EU Grant Agreements) and follow GIZ regulations but also regulations of respective donor organizations;
- Draw up consulting and financing contracts ordered by other GIZ Offices as well as by GIZ Head Office, follows up their implementation.

Administrative Services
- Settle the business travel costs of GIZ staff and partner experts in frame of study tours.

Other Duties/ Additional Tasks
- Perform other job-related duties and tasks at the request of management.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Bachelor's degree in Business Administration/ recognised commercial diploma in Business Administration;
- At least 3 years of professional experience in a comparable position;
- Outstanding knowledge of purchasing, good negotiation skills;
- Very good working knowledge of ITC technologies (related software, phone, fax, email, internet) and computer applications (e.g. MS Office, Outlook);
- Very good knowledge of Armenian and English languages; knowledge of German language is an advantage;
- Knowledge of legal framework governing the sphere of responsibilities is an advantage;
- Willingness to upskill as required by the tasks to be performed -corresponding measures are agreed with management.
