ОПИСАНИЕ ДОЛЖНОСТИ: 

IFES is seeking experienced and motivated professionals in its Yerevan-based office to develop cybersecurity procedures and policies for the CEC.

PURPOSE/OBJECTIVE and PRIMARY FUNCTION:
In close collaboration with the CEC Information Technology and Data Analysis (IT and DA) Department, the Cybersecurity Consultant will develop cybersecurity, asset management, risk management and other essential policies for the Central Electoral Commission of Armenia in correspondence with the ISO 27001 requirements.

ОБЯЗАННОСТИ: 

The Cybersecurity Consultant will carry out the following tasks:
- Conduct a Desk Research, including a review of the recent CEC Cybersecurity Assessment and previous CEC IT infrastructure vulnerability assessments;
- Within the first 10 days of the assignment, consult with IFES Cybersecurity experts to explore best international practices and discuss essential components of cybersecurity, asset management and risk management policies;
- Study thoroughly ISO 27001 (Information Security Management Information Systems) requirements and apply relevant methodology to assess the preparedness of the CEC for ISO 27001 certification;
- Conduct interviews with key CEC personnel as well as relevant cybersecurity stakeholders, including High-tech Ministry, Information System Agency of Armenia and National Security Service to acquire information on existing or expected policies and procedures;
- Develop cybersecurity, asset management and risk management policies for the CEC;
- The main objectives of the policies are:
a) Establish clear procedures for ensuring cybersecurity and integrity of asset and risk management that meet ISO 27001 standards;
b) Identify priority areas for assistance providers’ support to the CEC in implementing the policies;
c) Provide recommendations for developing a training program for the CEC staff for ensuring efficient enforcement of newly adopted policies;
- The policies will be written in Armenian applying style, terminology and wording used by other state institutions, particularly by the CEC (with translation into English by IFES, proofreading by the consultant);
- Report regularly on activities to IFES Country Director and/or Senior Advisor;

SKILLS and SPECIFICATIONS
- Remains highly organized while handling multiple tasks under tight deadlines;
- Completes tasks with limited supervision;
- Possesses excellent knowledge of cybersecurity policy-making and institutional environment in Armenia;
- Excellent reporting and document handling skills;
- Understanding of donor rules and regulations regarding reporting and compliance;
- Excellent communication skills in order to be able to work with IFES program and administrative staff to identify and resolve issues;
- Willingness to adhere to all principles of confidentiality;
- Must value operating in a collaborative and cooperative environment;
- Shows initiative, good judgment, and resourcefulness;
- Handles sensitive issues and address inclusion matters with integrity;
- Excellent knowledge of and experience with ISO 27001 certification process;
- Thorough understanding of the relevant legal framework;
- Adheres to IFES rules on prohibition of all forms of harassment, including sexual harassment.

EDUCATION and QUALIFICATIONS
- At least a bachelor’s degree in social sciences/ information/ computer sciences from an accredited college or university (master's degree in information/computer science and/or technical field preferable);
- Proven experience with drafting procedures and/or cybersecurity policy development;
- Previous experience working with international organizations, a plus;
- Excellent analytical and drafting skills;
- Strong interpersonal and communication skills;
- Excellent team player with the ability to prioritize work;
- Proficiency in digital tools, including office suite software.

LANGUAGE SKILLS: Excellent written and spoken skills in Armenian. English is required, other languages including Russian would be an asset.
