ОПИСАНИЕ ДОЛЖНОСТИ: 

Tetra Tech ES, Inc. Branch in Armenia is seeking an Electricity Market Specialist to contribute to technical assistance and capacity-building for public, private and other entities that manage, monitor and participate in Armenia’s liberalized electricity market.
The purpose of USAID's Energy Secure Armenia Activity ("the Activity") is to bolster Armenia's energy security by promoting a shift to renewable energy sources (RES), further power market liberalization and trade, and promote greater energy efficiency (EE). This is done by assisting the Government of Armenia (GOAM), the Public Services Regulatory Commission (PSRC), the private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, and lessen greenhouse gas emissions, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth.
This position involves employment with Tetra Tech ES, Inc. Branch in Armenia, but is subject to discussion with candidates. Hiring may be contingent upon USAID approval. ОБЯЗАННОСТИ: 

- Contribute to the design and delivery of trainings and other capacity-building on Armenia’s liberalized electricity market rules and mechanisms for entities that monitor the market, current and future market participants, and others;
- Provide technical support for the next steps in market liberalization as per recommendations in Activity's electricity market liberalization status and action plan;
- Collect and analyze data from the online Market Management System (MMS) to monitor electricity market performance and competition;
- Assess changes to electricity market rules and other legislation related to the market, support development of new primary and secondary legislation, and provide technical advice to stakeholders accordingly, including on updates to the MMS;
- Research international best practices in electricity market liberalization (particularly in the European Union) and compare with situation in Armenia as needed;
- Participate in various meetings, seminars, workshops with the GOAM, PSRC, energy institutions and companies as needed;
- Contribute to data collection and verification for the Activity’s monitoring, evaluation and learning efforts;
- Contribute to Activity communications products and success stories;
- Contribute to annual Activity work planning;
- Provide relevant inputs on all monthly, quarterly, and annual USAID reports, ad-hoc communications or client requests;
- Perform other related duties as assigned.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Bachelor’s degree in Economics, Engineering or relevant field
- Demonstrated understanding of Armenia’s liberalized electricity market;
- Fluency in Armenian and English with strong reading, writing and presentation skills;
- Effective communication skills, including clearly explaining thoughts and legal and technical opinions;
- Computer proficiency, including Microsoft Office programs;
- Demonstrate flexibility and dedication to assigned duties;
- Excellent time management and organizational skills.

Preferred Qualifications:
- Professional experience in the Armenian electricity market;
- Master's degree in Economics, Engineering or relevant field;
- Experience in working on USAID- or other donor-funded projects and government agencies.
