ОПИСАНИЕ ДОЛЖНОСТИ: 

Tetra Tech ES, Inc. Branch in Armenia is seeking an Energy Balance Specialist to support the Government of Armenia (GOAM) to develop annual Armenia Energy Balances and provide related trainings to designated staff, as well as support energy planning activities. This aims to support the GOAM in fulfilling the requirement established by primary legislation for developing the Armenia Energy Balance, and enhancing the capacity of GOAM and other institutions in energy balance development and planning, including but not limited to the Ministry of Territorial Administration and Infrastructure.
The purpose of USAID’s Energy Secure Armenia Activity (“the Activity”) is to bolster Armenia’s energy security by promoting a shift to renewable energy sources, furthering power market liberalization and trade, promoting greater energy efficiency and planning for emergency situations. The Activity assists Armenia’s executive and legislative branches, the private sector, and other energy stakeholders to diversify the country’s energy supply, reduce dependence on imported gas, lessen greenhouse gas emissions, enhance electricity system cybersecurity, increase cross-border electricity trade, and prepare for emergency situations, enabling the Armenian energy sector to serve as a vehicle of long-term economic growth.
This position involves part-time consultancy with Tetra Tech ES, Inc. Branch in Armenia, but is subject to discussion with candidates. Hiring may be contingent upon USAID approval. ОБЯЗАННОСТИ: 

- Develop the annual Armenia Energy Balances in accordance with required methodologies, including but not limited to data collection, verification and analysis, research, coordination with various GOAM and other entities, and presentation of results in a report format;
- Provide trainings to GOAM staff on the Energy Balance development standards and other stakeholders on energy planning topics;
- Support the Activity in its energy planning activities, including technical assistance to the GOAM on tracking, updating and evaluating current energy sector strategy documents;
- Contribute to data collection and verification for the Activity’s monitoring, evaluation and learning efforts;
- Contribute to Activity communications products and success stories;
- Contribute to annual Activity work planning;
- Provide relevant inputs on all monthly, quarterly, annual USAID reports, ad-hoc communications or client requests; and
- Perform other related duties as assigned by management.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Bachelor’s degree in economics, engineering, data analytics or relevant field;
- At least two years of experience in supporting Energy Balance development in compliance with the Eurostat and International Energy Agency methodologies;
- Knowledge of energy sector planning methodologies and tools;
- Strong quantitative and analytical skills and ability to work independently;
- Ability to present, summarize, and communicate complex content;
- Excellent written and oral communication skills in Armenian and English;
- Effective communication and interpersonal skills;
- Demonstrate flexibility and dedication to assigned duties;
- Excellent time management and organizational skills; and
- High level of professionalism and tactfulness.

Preferred qualifications:
- Master’s or higher degree in economics, engineering, data analytics or relevant field;
- Experience in working on USAID- or other donor-funded projects in Armenia; and
- Experience in working in or supporting energy sector institutions in Armenia.
