ОПИСАНИЕ ДОЛЖНОСТИ: 

Dexis Interactive LLC, an international development firm based in the United States, is implementing the USAID-funded Armenia Integrity Project (AIP). The purpose of the Integrity Project is to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia by strengthening corruption prevention institutions and integrity systems, supporting the implementation of specific legal-regulatory measures for corruption prevention, and facilitating a collective action approach to hold local entities engaged in corruption prevention mutually accountable.

Under its work plan activity 1.5(GESI Support), AIP is seeking for a qualified expert to provide following services:
1. Gender equality and social inclusiveness assessment of the Corruption Prevention Commission (CPC), which will provide recommendations on approaches or methods for the GESI mainstreaming of CPC internal processes, including the management, training, outreach, and technical skills for the CPC,
2. Support to the introduction and implementation of gender corruption index to State Statistical Service of Armenia (methodology and tools developed within AIP project). This exercise will provide valuable instrument for collecting and analyzing data, which can be used to mainstream GESI in the field of public service and integrity policies of Armenia.

ОБЯЗАННОСТИ: 

- Conduct a GESI assessment of the Corruption Prevention Commission (CPC);
- Conduct an in-depth assessment of the CPC's policies, procedures, and practices related to gender equality and social inclusiveness;
- Identify strengths, weaknesses, gaps, and areas for improvement in CPC's approach to GESI;
- Collaborate with CPC staff and Government stakeholders to gather relevant data and insights related to GESI;
- Analyze data and prepare a comprehensive report outlining findings, recommendations, and actionable steps for mainstreaming GESI within the CPC;
- Get familiarized with the Gender Corruption Index methodology developed in the frames of the AIP;
- Discuss with the Armenia State Statistical Committe (ArmStat) possible ways and the process for institutionalizing the Gender Corruption Index;
- Train ArmStat relevant staff on the Gender Corruption Index methodology developed in the frames of the AIP project;
- Implement the Gender Corruption Index for 2024 jointly with ArmStat;
- Develop Gender Corruption Index report jointly with ArmStat.

Deliverables:

1. GESI assessment report of the Corruption Prevention Commission (CPC), including:
- Analysis of current practices and policies.
- Recommendations for mainstreaming GESI within the CPC.
- Actionable steps for improvement.

2. Implementation of gender corruption index, comprising:
- Action plan for the implementation of the Gender Corruption Index.
- Recommendations on the institutionalization of the Gender Corruption Index within ArmStat.
- Training for the Armstat relevant staff on Gender Corruption Index methodology.
- Gender Corruption Index draft report (including relevant annexes and developed jointly with the Armstat staff) to be agreed with the AIP.
- Gender Corruption Index final report (including relevant annexes and developed jointly with the Armstat staff), including recommendations.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Advanced degree in gender studies, social sciences, law, or a related field;
- Extensive experience in conducting GESI assessments and gender mainstreaming initiatives and proficiency in data analysis and statistical tools;
- Experience in developing and implementing gender-sensitive research methodologies;
- Strong analytical skills and attention to detail;
- Experience in designing and providing training;
- Excellent written and verbal communication skills;
- Ability to communicate complex findings in a clear and concise manner;
- Familiarity with anti-corruption and governance issues preferred.
