ОПИСАНИЕ ДОЛЖНОСТИ: 

The Grants and Compliance Manager will play a pivotal role in managing the grants and compliance activities for the USAID-funded Economic Foundations Activity. The grants program of the activity aims to unlock productive capital, stimulate new technologies, and target service providers, anchor firms, and other entities where investment will have a catalytic effect.
The Grants and Compliance Manager will be responsible for overseeing the entire grants lifecycle, ensuring compliance with USAID regulations and policies, and supporting effective program implementation through strategic grant management

ОБЯЗАННОСТИ: 

- Develop and implement a robust grants management system, including policies, procedures, and tools to facilitate the effective and efficient administration of grants;
- Lead the entire grants lifecycle, from pre-award to closeout, including grant solicitation, application review and selection, award negotiation, monitoring, and reporting;
- Collaborate with program staff and stakeholders to identify grant opportunities aligned with program objectives;
- Provide technical assistance and guidance to potential grantees throughout the application process;
- Conduct thorough due diligence assessments of potential grantees, ensuring their capacity to implement projects effectively;
- Monitor grantee performance, provide ongoing support and guidance, and addressing any issues or challenges that may arise;
- Ensure timely and accurate reporting from grantees, reviewing financial and programmatic reports to ensure compliance with donor requirements;
- Maintain comprehensive grant records, tracking disbursements, modifications, and any other relevant information.

Compliance and Risk Management:
- Stay up to date with USAID regulations, policies, and compliance requirements, ensuring program adherence at all times;
- Develop and implement internal compliance procedures and controls to mitigate risks and ensure accountability;
- Conduct regular compliance reviews, audits, and spot checks to assess the effectiveness of internal controls and identify areas for improvement;
- Provide training and capacity-building support to program staff and grantees on USAID compliance, regulations, and reporting requirements;
- Collaborate with the Finance team to ensure proper financial management and reporting in line with USAID regulations;
- Support external audits and evaluations, providing necessary documentation and information as required.

Partnership Development:
- Work closely with program staff and senior management to identify potential partners, service providers, and anchor firms for collaboration and investment;
- Assist in the development of partnerships and consortia to leverage resources and maximize program impact;
- Collaborate with potential partners to develop grant proposals, ensuring alignment with program goals and objectives;
- Maintain effective communication and relationships with key stakeholders, including government agencies, NGOs, and other implementing partners.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Bachelor's degree in a relevant field (e.g., International Development, Business Administration, Finance, or a related field). A Master's degree is preferred;
- Minimum of 7 years of experience in grants management, preferably in a USAID-funded program or a similar international development context;
- Strong knowledge of USAID regulations, policies, and compliance requirements;
- Demonstrated experience in developing and managing grants systems, including processes, procedures, and tools;
- Excellent organizational and analytical skills, with the ability to manage multiple tasks and deadlines effectively;
- Strong interpersonal and communication skills, with the ability to collaborate and work effectively with diverse stakeholders;
- Experience in conducting due diligence assessments and managing risk in grant programs;
- Proven ability to provide training and capacity-building support to staff and partners;
- Understanding of EFRA targeted sectors;
- Proficiency in relevant software applications, including MS Office Suite and grant management systems;
- Strong written and verbal English communication skills. Knowledge of other languages is an asset.
