ОПИСАНИЕ ДОЛЖНОСТИ: 

JSSP is committed to expanding and enhancing clinical education opportunities in Armenia. In this context JSSP intends to enhance the capacity and quality of legal clinics, ensuring they provide law students with a rich, experiential learning environment. Using interactive and participatory adult learning techniques, such as peer-to-peer learning and the introduction of new courses, JSSP aims to facilitate knowledge sharing among clinics. To achieve this, JSSP will host a peer-to-peer workshop, creating a collaborative platform where clinical instructors from partner law clinics can share practical knowledge, expertise, and best practices. Through this collaboration, clinics can improve their teaching strategies, and better prepare students for real-world legal practice. Ultimately, the initiative aims to strengthen the capabilities of legal clinics, ensuring they can effectively serve their communities and contribute meaningfully to the legal profession in Armenia.

ОБЯЗАННОСТИ: 

The primary objective of the assignment for the National Expert is to conduct a peer-to-peer workshop for partner legal clinics and provide materials necessary for the operation of the JSSP supported legal clinics.

In furtherance of this assignment, the National Expert will:
- Prepare a detailed document on the experience of managing a legal clinic within a university, highlighting day-to-day operations and interaction with students and clients;
- Identify and document the various benefits for students to be a part of legal clinic, such as practical legal counselling skills, understanding of community service, management of resources and clients' expectations;
- Specify and prepare key documents that should be disseminated to legal clinics students prior to their commencement of legal advising;
- Outline and prepare the necessary information and documents that need to be provided to clients of legal clinics, ensuring they understand their rights and the services available to them;
- Prepare guidelines on the key principles and specific regulations that govern the operation of legal clinics, ensuring they function effectively and ethically within a university framework;
- Explore effective methods to ensure the quality of free legal assistance provided by the clinics, emphasizing training and supervision for students involved;
- Suggest strategies to guarantee the availability of free legal assistance, ensuring that legal clinics beneficiaries have access to necessary services;
- Draft a guideline related to the preservation of documents and sensitive information within legal clinics, emphasizing confidentiality and record-keeping;
- Provide examples intake forms and consent agreements and other documents;
- Prepare workshop materials, in cooperation with the JSSP Team;
- Implement workshop for the legal clinics’ representatives.

The specific deliverables are outlined below, which are subject to be amended by USAID and/or the JSSP team during the assignment.

- Peer-to-peer workshop for the partner legal clinics, including the preparation and delivery of a presentation (using PowerPoint).
- Set of documents required for the operation of legal clinics including:
- registration form (template) for individuals seeking legal aid,
- case summary template for students,
- consent form (template) for legal aid seekers regarding the processing of their personal data,
- memo related to the preservation of documents and sensitive information within legal clinics,
- Charter for law clinics (template)
- Conflict of Interest Checklist (template)
- Confidentiality Agreement (template)
- Step-by-Step Workflow Checklist

This position reports to the JSSP Chief of Party. The JSSP Deputy Chief of the Party and designated JSSP representative will serve as a primary point of contact.
The proposed level of effort for this assignment is 30 days. The authorized work week is five days per week and eight hours per day.
The estimated period of assignment is from December 2, 2024, to February 20, 2025. The National Expert will not be required to be present at the JSSP’s office and may work in his/her own office with coordinated meetings with designated personnel of the Project.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Level 3 English (good working knowledge) and native fluency in Armenian (mandatory);
- Master's degree in law (mandatory);
- Experience in running a legal clinic (required);
- Knowledge of the structure and functioning of the Armenian university system (required);
- Previous track of successful cooperation with international development agencies (such as USAID, Council of Europe, UNDP, etc.) (preferred).

Other requirements:
- Analytical and problem-solving skills;
- Collaborative and proactive approach to working with a cross-functional team;
- Ability to work independently and within tight deadlines;
- Strong writing and editing skills in Armenian;
- Public speaking skills.
