ОПИСАНИЕ ДОЛЖНОСТИ: 

Food and Agriculture Organization of the United Nations (FAO) is looking for a National Technical Coordinator for the Project entitled "Reducing the Advance of Antimicrobial Resistance (AMR) in Food and Agriculture". The National Project Coordinator reports to the FAO Regional Representative. The incumbent will work under the technical supervision of the Lead Technical Officer (LTO) and the Project Coordinator-Technical Advisor (PC-TA) and will closely coordinate with relevant division in FAO headquarters. He/ she will work closely with international and national consultants and strengthen the capacity of the government focal points and the Ministry of Agriculture and Ministry of Health in the concerned countries.
Technical Focus: overall project management and reporting, and primary responsibility for technical aspects of the Project entitled "Reducing the Advance of Antimicrobial Resistance (AMR) in Food and Agriculture" in Armenia, Belarus, Kazakhstan, Kyrgyz Republic, Tajikistan, in particular with emphasis/ focus in preparing the ground for the exit of the Project and the sustainability in accordance with Regional objectives and FAO Strategic Objectives.

ОБЯЗАННОСТИ: 

- Assume general oversight and management responsibilities for the implementation of the Project at the national level;
- Implement the Project in accordance with the approved Project Document and the results-based Annual Work Plan and Budget and in compliance with FAO procedures;
- Develop and adopt technical materials: guidelines, presentations, etc. on AMR surveillance, awareness;
- Contribute to National Action Plan on AMR development, revision and implementation in areas related to governance and capacity development of competent authorities in charge of AMR surveillance and risk mitigation;
- Contribute to an M&E system to monitor Project progress and impact;
- Coordinate policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;
- Coordinate line agencies and other partners to work closely and implement the Project in accordance with approved work plan;
- Provide substantive backstopping to consultative and other meetings, conferences, etc., including proposals for agenda topics, identifying participants, preparation of documents and presentations, etc.;
- Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/ activities;
- Assist in organization and/ or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.;
- Coordinate activities related to budget management reporting (programme/ project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/ reports (pledging, work programme, programme budget, etc.) for approval of LTO and budget holder, prior submission to donor.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Advanced university degree in Microbiology, Public Health, Veterinary Medicine, Plant Protection with the focus on antimicrobial resistance;
- 7 years of relevant experience in policy and technical work in relation to microbiology, public health, animal health or plant protection programmes, including at least 5 years of experience at international level in developing countries;
- Excellent knowledge of English and Russian languages.

- Extent and relevance of experience or knowledge in planning and implementation of development programmes;
- Extent and relevance of experience in organizing regional and intergovernmental meetings, seminars and training courses;
- Demonstrated experience in dealing with senior government officials, development partners and other country stakeholders;
- Demonstrated knowledge of and experience in project formulation and funding requirements of major multilateral and bilateral funding agencies;
- Demonstrated experience in drafting policy papers in English and Russian languages is considered as a strong asset;
- Extent and relevance of experience in the Region is considered as a strong asset;
- Ability to mobilize resources.
