ОПИСАНИЕ ДОЛЖНОСТИ: 

Police Reform Analyst will be responsible for supporting the Project team in providing strategic advice and support in the planning, implementation, monitoring, data analysis and reporting related to the project components.

ОБЯЗАННОСТИ: 

- Support the Project with quality expertise in the assigned areas of responsibility;
- Provide advisory and expert services to the national partner agencies, local and international organizations and facilitate knowledge building and management;
- Contribute to planning, implementation, monitoring and reporting of the Project activities;
- Support establishing a professional platform for networking and partnership building with key stakeholders in police/ security sector, including the government agencies, international organizations, civil society, and other relevant partners;
- Provide periodic analytical updates on the situation in respective sector of the Project to the Project team;
- Collect, analyze and consolidate general and issue-specific materials, documentation, information and reports, as well as prepare background materials required/ or useful for the implementation of the Project;
- Support the Police Task Lead in reviews and quality assurance of the Project outputs and products;
- Link experience from workshops, trainings, meetings, seminars with the Project activities;
- Support the public awareness of the Project by contributing to writing of outreach materials and planning of events;
- Advocate with partners about specific police related issues on the basis of relevant international norms, standards, conventions, treaties and instruments;
- Contribute to developing ideas for creative advocacy and communication campaigns on police activities;
- Participate in meetings with the key stakeholders, partners, national and international experts and working groups as required;
- Work closely with the Project’s team members, donors, government agencies, NGOs and other professionals on issues of common concern;
- Respond to requests/ queries on information regarding aspects of the Project;
- Participate in the process of writing concept papers/ project proposal/ strategies/ development processes by providing expert opinions;
- Undertake any other responsibilities as may be assigned in relation to this position as well as perform other tasks as assigned by the Specialist/ Task Lead on Police, Security and Public Administration Reform.

ТРЕБУЕМАЯ КВАЛИФИКАЦИЯ: 

- Master’s degree in Law, Human Rights, International Relations, Political Science, Social Sciences or other related field;
- Bachelor’s degree with 2 years of experience can be taken into consideration in lieu of master’s degree;
- 2 years (with bachelor's degree) of relevant experience at national or international level in security sector reform areas with focus on the policy;
- Solid knowledge of the national and international framework and policies on police reforms within the overall frame of security sector reform and governance (SSR/G);
- Familiarity with key police reform stakeholders in Armenia, including at the governmental level, international organizations and civil society;
- Experience in establishing inter-relationships among international organizations and national governments;
- Experience in projects focusing on police education, community policing and patrol service is a strong asset;
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
- Fluency in English and Armenian languages; knowledge of Russian language is an asset.

Background:

Through the EU funded “Accountable Institutions and Human Rights Protection in Armenia” Project, UNDP, UNICEF, UNFPA and OSCE support the Government of Armenia (GoA) efforts towards inclusive, accountable and effective service delivery in the field of rule of law, security, human rights and Constitutional reform. The Project aims to strengthen rights-based approach in public service in line with the EU-GoA Financing Agreement “Comprehensive and Enhanced Partnership Agreement (CEPA) Reform Facility''. This engagement contributes to implementation of CEPA provisions and implementation of the roadmap, adopted by the GoA in the areas of rule of law and human rights. The focus is placed on good governance, non-discrimination , gender equality, rights of persons belonging to minorities, justice and security reform. The Project equally contributes to implementation of the Agenda 2030, focusing on Sustainable Development Goal (SDG) 16 (peace and strong institutions), SDG 10 (reduced inequalities) and SDG 5 (gender equality).
The Project objectives are implemented through the following three components: Human Rights, Police Reform and Constitutional Reform. Within the Police reform component, the Project, in close cooperation with the Ministry of Justice and the Police, will support implementation of the ongoing Police reform, with a particular emphasis on the educational system and capacity building. As a priority, an overall institutional capacity building for the Police Educational Complex (PEC) will be provided, focusing on Patrol and Community Police trainings. Support will be also provided to the Operations Management Centre, with its analytical capacities and staff qualification being a priority.
Another important area of engagement will be focused on fostering institutional systems and tools for accountability, transparency and integrity of the Police activities. Equally, the Project will support strengthening the Police institutional and human resource capacities in dealing with crisis situations to enhance the resilience of the Police and provision of citizen-oriented services, promote gender equality principles through increased women’s participation and role in the police.
