ПОДРОБНОЕ ОПИСАНИЕ: 

DPI is soliciting offers from qualified individuals or individual entrepreneurs to provide interpretation services for USAID/Armenia Justice Sector Support Project (address: "Piazza Grande" Business Centre, 10 V. Sargsyan Street, Yerevan).

Statement of Work
The Contractor(s) is required to provide interpretation services (Armenian into English and vice versa) for the USAID/Armenia Justice Sector Support Project (JSSP) at various types of meetings and/or events. Whether the individual services will entail providing simultaneous and/or consecutive interpretation will depend on the needs of the Project during the specific meeting or event in which the service is requested. The Project intends to create a pool of interpreters whose services can be called upon as needed. The pool will be divided into Contractors providing (1) consecutive translation services; and (2) simultaneous translation services. JSSP reserves the right to call upon the services of individual Contractors depending on the type of services required, and the availability of the Contractor.

The Contractor must ensure efficient timely and high-quality interpretation services, the usage of accurate subject-matter terminology (English and Armenian), general accuracy in language and structure, and maintain the Project’s right to confidentiality for information translated during meetings and/or events. Contractors must also ensure punctuality when providing interpretation services during meetings and events.

The Contractor is expected to perform terminology research where necessary to ensure the accuracy and appropriateness of all interpretations.

- Provision of Consecutive Interpretation Services
- Provision of Simultaneous Interpretation Services

Technical Requirements
- Interpreters must have relevant academic qualifications and professional experience that demonstrates high-level proficiency in either or both consecutive interpretation services and simultaneous interpretation services;
- Minimum 3 years of providing professional interpretation services;
- Experience in providing interpretation services for U.S. government agencies, multinational organizations, intergovernmental organizations, NGOs, United Nations agencies or similar is a significant advantage;
- Perfect mastery of the mother tongue (Armenian) and English;
- Applicable certifications for interpretation.

Required Documentation

A. Technical Proposal

The bidder shall include the following in the technical portion of the quotation:

- Evidence of language proficiency in English and Armenian;
- Demonstrated past performance delivering similar services;
- Resume of proposed Contractor(s).

B. Financial Proposal

- Fixed price quotation for each of the required interpretation services, e.g., consecutive interpretation and/or simultaneous interpretation (per hour, daily rate, etc.)
- Rush rates (for short notice translation requests), along with defining what the bidder defines as qualifying for "rush rates".
- Cancellation policies.

Selection Criteria

A) Technical qualification & past performance (60%)

The evaluation of the bidder’s technical proposal will focus on the extent to which the bidder is able to demonstrate the proposed consultant’s expertise as evidenced by past performance.

B) Price quotes for the services requested (40%)

DPI will select the successful contractor using a Best Value Approach, with both technical and price factors included in the evaluation. The Contracting Officer may enter into negotiations with one or more bidders to discuss improvements in the proposal and cost reduction. Upon successful negotiation with the bidder, a Blanket Purchase Agreement (BPA) will be signed with fixed unit prices per service item line

Questions and Clarifications
All questions and clarifications regarding this RFQ must be submitted in writing to ***********@***********.*** no later than 18 September 2023, 16:00 Yerevan time. All correspondence must provide a reference to the RFQ number. Questions and clarifications that may be of interest to other bidders, will be circulated to all parties that submitted the questions.

Quotations
Prices must be quoted as showing unit prices and total prices, with all relevant taxes included (e.g. gross amounts). Please note that DPI is VAT-exempt so VAT taxes should not be included in any Unit or Total prices. Offers must clearly list all the items, indicate unit prices, quantities and total price. Quotations must be expressed as fixed price, in AMD.
